The primary purpose of this position is for assisting in providing statewide leadership, guidance, and support in the development and implementation of soil and water conservation programs with major emphasis on implementation of the Regional Conservation Partnership Program. ***DUTY LOCATION NEGOTIABLE AFTER SELECTION***

Duties

Provides leadership, technical expertise, program management, partner outreach, training, and quality control for RCPP. Coordinates with state Program Liaisons and Technical Leads to ensure efficient and productive use of programs. Assists with partner agreement management by performing the following: tracking deliverables and ensuring proper payments or reimbursements are made to lead partner entities. Assists technical leads with partner relations and provision of technical assistance to partners. Assists the ASTC-P by analyzing workload associated with RCPP, making staffing recommendations, tracking budget allocations, and tracking other financial aspects of the RCPP.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered for the GS-12 level: Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as providing technical guidance, assistance, and evaluation to soil and conservation programs; ensuring proper payments are made to partner organizations; maintaining effective working relationships with a various public and private conservation partners; and providing guidance regarding conservation activities to program partners. Note: There is no education substitution for the GS-12 level.
