Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
The incumbent serves as a Senior Attorney-Advisor and, at the discretion of the General Counsel and Deputy General Counsel, as the Assistant General Counsel for Administration in the Office of General Counsel, (OGC), Export-Import Bank of the United States ("EXIM"). The Office of the General Counsel is responsible for providing legal guidance to all divisions of the agency on all legal matters, including EXIM's implementation of its statutory mandate.
The incumbent carries out the duties assigned by the General Counsel and Deputy General Counsel and supports the General Counsel and Deputy General Counsel in rendering legal advice throughout EXIM, both orally and in writing, and drafts legal documentation and memoranda, specifically involving significant Administration matters.
The incumbent, as Senior Attorney-Advisor, and subject to the direction of the General Counsel and Deputy General Counsel, leads EXIM OGC's Administration Law Group (ALG).
At the full performance level, duties include, but are not limited to:
Serves as the managing attorney responsible for providing direction to, and management of the performance of, the attorneys, paralegals and other personnel in the Administration Law Group (ALG) of the Office of General Counsel (OGC). Performs the full range of first-line supervisory duties to attorneys and support staff in ALG, including legal and corporate governance functions, related to the Board of Directors. Supervises the legal aspects of OGC intern recruitment efforts and internship programs. Provides day-to-day management of ALG interns.
Provides advice and assistance to the General Counsel, Deputy General Counsel and other senior officials at the EXIM with minimal immediate supervision on complex and important legal questions, with very wide latitude for the Attorney-Advisor's independent judgment and decision-making.
Advises EXIM's management on a broad range of legal issues, including governance, litigation and legislative matters.
Represents the EXIM in its capacity as employer in appeals before courts and administrative agencies such as the Equal Employment Opportunity Commission, the MSPB, FLRA, and arbitrators.
Develops agency specific advice to agency management and policy-makers in many aspects of administrative law issues.
Possesses well-developed technical skills in legal reasoning, oral and written communications, drafting and review of documents, negotiation, and the ability to effectively work with senior level personnel inside EXIM as well as outside federal agencies and the private sector.
Performs other duties as assigned.

- The incumbent for this position will be subject to random drug testing once they begin working for EXIM.
Qualifications
Basic Requirements:
A graduate of a law school accredited by the American Bar Association at the time of graduation.
Be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or commonwealth of Puerto Rico.
In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience in providing direction to, and management of the performance of, the attorneys, paralegals and other personnel in an Administration Law Group (ALG) of an Office of General Counsel (OGC), or the equivalent in a private law firm.
Experience recruiting and hiring attorney, paralegal, interns and support staff.
Experience in providing legal oversight and technical guidance in connection with Freedom of Information Act (FOIA), Trade Secrets Act (TSA), Privacy Act and related statute and regulations, Administrative/regulatory matters
Experience in providing legal guidance and litigation support in all aspects of personnel matters, including under the Equal Employment Opportunity Act.
Education cannot be substituted for experience at this grade level.
