Duties
Grand Canyon National Park's Commercial Services Program is one of the most complex programs of its kind in the National Park Service (NPS) and one of the largest in terms of concessioners' annual gross receipts. The Division is responsible for administering the following programs: Concession Contracts, Commercial Use Authorizations, Special Park Uses, Rights-of-Way, and procurement contracts associated with the park transportation (shuttle) system.
Major Duties:
The incumbent is the primary contact for Grand Canyon National Park's Special Park Use (SPU) permit program and secondarily the Commercial Use Authorization (CUA) Program. The incumbent is responsible for providing SPU program guidance, strategy, annual work plans, and initiating program compliance in adherence with the National Environmental Policy Act. In addition, the incumbent collaborates, supports, and implements regional and service-wide changes to the SPU program. The incumbent primarily supports documentation and issuance of SPUs, including permits for special events, weddings, burials in the park's Pioneer Cemetery, and First Amendment activities throughout the park. The CUA program administers activities for Road Based Tours-Transportation, Guided Hiking, Guided Bicycle Tours, Photography-Art Workshops, and Equipment Rentals.
Duties will be developmental in nature when filled below the full performance level.
Area Information:
This position is stationed at South Rim of the Grand Canyon National Park located in Northern Arizona. The South Rim is approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff, at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.
Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessioners and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical, and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.
South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.
Qualifications
All qualifications must be met by the closing date of this announcement-12/19/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-05 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progressions for the occupation in the organization. Examples of specialized experience include but are not limited to: serving as a primary contact for Commercial Use Authorizations, Special Park Use permits, commercial filming permits, or right of way permits; assisting with implementing policies and procedures relative to a business management program in recreation or very similar industry; oversight of Commercial Use Authorizations and/or Special Use Permits for recreation or very similar industry. You must include hours worked per week.

EDUCATION: At least one full year of graduate education that demonstrates the knowledge, skills, and abilities in a related field such as business administration, public policy, business management, or public administration. One year of graduate education is equivalent to 18 semester hours (or 27 quarter hours). You must provide transcripts.

COMBINATION: A combination of directly related graduate education and experience described above. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours (or equivalent) of education by 18 hours (or equivalent). Add the two percentages. The total percentage must equal at least 100% to qualify for this position. For example, 6 months of the specialized experience (50% of the qualifying experience) and 9 semester hours of graduate study from an accredited institution (50% of the qualifying education), equals 100% of the total specialized experience requirement. You must provide transcripts and include hours worked per week.

SUPERIOR ACADEMIC ACHIEVEMENT: A bachelor's degree in a related field such business administration, public policy, business management, or public administration and meet one of the following Superior Academic Achievement provisions: (1) A grade-point average of B or better (a GPA 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) A grade-point average of B+ or better (a GPA of 3.5 or higher out of a possible 4.0) for all courses in my major field of study, or those courses in my major completed in the last two years; (3) Rank in the upper one-third of my class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. You must provide transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
