This position is located in the Department of Homeland Security (DHS), Under Secretary for Management, Office of the Chief Readiness Support Officer, Sustainability and Environmental Programs (SEP). The primary purpose of this position is to serve as an expert analyst for the Environmental Planning and Historic Preservation (EPHP) Program. Non-BU: This is a non-bargaining unit position.

Duties

As an Environmental Protection Specialist, GS-0028-12/13, your typical work assignments may include the following: Applying knowledge of environmental conditions, impacting the human and natural environment to conceive, develop, and coordinate the implementation of agency level policy, guidance, and training related to Environmental Planning and Historic Preservation matters. Complying with the environmental and cultural resource laws, regulations, and executive orders including the National Environmental Policy Act, National Historic Preservation Act, and Endangered Species Act and advancing actions to support integration of environmental justice considerations and resilience readiness. Establishing and maintaining liaisons with other Federal agencies and representing the Department on interagency working groups on Environmental Planning and Historic Preservation activities. Requirements

  • This position may require travel up to 10% of the duty time.

Qualifications

Specialized Experience for GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Writing policy or guidance pertaining to environmental planning and historic preservation (EPHP), including compliance with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and the Endangered Species Act (ESA); 2) Preparing consultation documents and reports to support EPHP compliance actions; 3) Examining EPHP programs to ensure compliance with applicable federal and departmental rules and regulations; 4) Assessing current and proposed legislation and regulations related to program operations to develop implementation plans and recommendations for director approval. Substitution of education in lieu of specialized experience may not be used for this grade level. Specialized Experience for GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Providing technical interpretation of policy pertaining to environmental planning and historic preservation (EPHP) including compliance with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and the Endangered Species Act (ESA); 2) Conducting technical review of documents and reports to support EPHP compliance activities; 3) Monitoring the implementation of EPHP programs to ensure compliance. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
