About the Position: This Procurement Analyst position serves in the Senior Contracting Official, for the Mississippi Valley Division office. Locality will be based on location selected.

Duties

Serves as a procurement analyst and technical authority for assuring that District Contracting offices comply with Federal, Department of Defense (DA), Army, US Army Corps of Engineers (USACE), and SCO procurement policies. Reviews management decisions affecting changes in policies, procedures, and methodology, to assure intended and consistent interpretation and compliance by command elements. Provides direction and advice to Major Subordinate Commands, District Offices, and other field activities in areas of planning, contractual strategy, and execution of their acquisition programs. Resolves acquisition compliance problems; develops required response or corrective action; and provides advice and guidance on acquisition matters to command activities Serves as chair or representative of special task groups, as tasked by the SCO, USACE Directorate of Contracting or the ASAALT. Serves as the chief investigator of major compliance acquisition related problems, brought to the attention of HQUSACE Chief of Staff, Command Counsel, or Director of Contracting.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: servicing as subject matter expert (SME) in planning, coordinating, evaluating, assessing, monitoring and analyzing the overall contracting missions and acquisition related programs within the organization; advising management on the implications and responsibilities regarding a wide range of acquisition and procurement challenges, policies, precedents, principles, procedures and regulations; developing and implementing acquisition policies, guidance and direction in automated systems, system architecture and procurement programs; and resolving highly complex, controversial issues and make recommendations for solutions.
