About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington. This Project provides hydroelectric generation, navigation, fish passage and recreation. The powerhouse, navigation lock and juvenile fish facility are operated and maintained by 80-85 employees. Lower Granite Project lies in close proximity to the Lewiston-Clarkston Valley
Duties
Plans, organizes, and supervises the administrative activities for a major multi-purpose hydropower project.
Plans and performs management and organizational studies to determine long-range requirements.
Responsible for personnel management, financial resources management, procurement, records management, property management, warehousing, employee timekeeping, etc.
Conducts management studies and research on efficiencies and improvements of problem areas such as overtime or sick leave usage, full time equivalent (FTE) utilization, supervisory ratio, etc.
Ensures the preparation of project contract documentation and the availability of funding.
Provides guidance and interpretation of personnel matters, federal retirement systems, pay systems, death benefits, Office of Worker's Compensation Programs (OWCP) benefits, health benefits, etc.
Manages Project's financial resources, current year programs, budget requirements, funding adjustments, etc.
Exercises full technical supervision over a staff of general schedule and wage grade employees.

For the GS-9 Level:
Specialized Experience: One year of specialized experience which includes experience in civilian human resources procedures, assisting in budget development, and using automated financial management systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration or management; organizational management; public administration; or human resources management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For the GS-11 Level:
Specialized Experience: One year of specialized experience which includes experience in advising and assisting management in the areas of civilian personnel management, budget formulation to include consolidation of short term and long-term budget estimations, interpreting administrative directives, and implementing procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration or management; organizational management; public administration; or human resources management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
