You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of NAVSEA INACTSHIP OFFICE.
Duties
You will perform analysis of budget requests and requirements using cost-benefit analysis, program trade-off, and other evaluation methods.
You will perform intense analysis and verification of reimbursable and report status of reimbursable to customers.
You will review and reconcile contractor budget/financial submissions as well as all billings submitted by the contractor.
You will review and analyze expenditure data for comparison with Annual/Phasing Plans and approved budget to detect and evaluate significant deviations.
You will assure compliance with rules, regulations and procedures established by higher authority and consistency with previous estimates, current levels of operation and anticipated changes in funding levels.
You will provide technical advice to the Director on such matters as purpose for which funds may be used, time frames for use of funds and effects of budgetary changes on related activities.
You will review and analyze contracts for the facility and provides funds as necessary.
You will maintain complete records of Management Control Review program for future review/audits.
You will prepare budget and financial summaries and reports for use by the Director as well as requirements from higher authorities.
You will revise estimates as necessary for inclusion in budget reports and schedules furnished to the headquarters commands.
You will set up milestones in accomplishing budget requirements.
You will develop, administer and execute quality assurance programs for logistical functions, property accountability, and financial accountability.
You will write justification in support of funding requests for submission to the headquarters command.
You will recommend necessary changes to the Director and Project Manager and makes changes.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing financial management data to identify and recommend solutions to budgetary problems for improved program management.
