You will serve as a SCIENTIST in the Expeditionary Electronic Warfare Systems Division (WXQ), Spectrum Warfare Systems Dept (WX) of NAVAL SURFACE WARFARE CENTER located in Albuquerque, New Mexico. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will serve as the Positioning, Navigation, and Timing (PNT) Chief Strategist - SME for the Expeditionary EMW Systems Division (WXQ). You will serve as the PNT lead in support of the counter uncrewed systems (CUxS) and electronic warfare (EW) mission areas. You will develop, test, and advise of cutting edge technologies via the US Special Operations Command (SOCOM) workload within the branch. You will develop solutions to highly complex problems requiring various disciplines. You will provide expert technical opinions, assessments, and recommendations on scientific/technical development efforts. You will lead Integrated Product Teams to develop PNT solutions for strategic/tactical warfighting challenges and make recommendations for, PNT and navigational warfare training. You will coordinate with multiservice, multi-agency, and multi-national program offices and operational units, to identify requirements and develop, assess, and field CUxS and EW solutions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist, leading operations research analysis or modeling & simulation to assess and develop solutions for development and testing of Navigation, Positioning, and Timing system technologies for Electronic Warfare (EW) applications and systems. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A. Successful completion of bachelor's or higher degree in operations research.

OR

B. Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
