The position is located in the Eastern Oklahoma Health Care System (EOVAHCS), in Supply Chain Management Service. The incumbent functions as the work leader to lead a team of three or more non-supervisory Duplicating Equipment Operators while performing Base Level Non-Supervisory Work and to ensure mail support and operator functions/services are carried out. The primary purpose is to perform duties in mailroom that include mail duties and all duplicating/reproduction equipment operations.

Duties

Duties include but are not limited to the following tasks: Receives all facility mail from external sources, e.g. US Postal Service (USPS), FedEx, and UPS. Sort mail and distribute across the campus, outlying buildings and affiliated clinics/facilities. Stamp postage on mail, replenish monies in postage meter, monitor spending and report. Generates daily, weekly, and monthly workload reports from automated mail processing equipment. Perform daily deliveries in a safe and timely manner. Reviews and approves billing from non-VHA offices processing mail at the facility expense for payment; complies workload and costs for incorporation into the monthly Mail Activity Report. Replenishes postage meter(s) and monitors postage level. Sorts mail for internal distribution by mail, routing symbols, and/or mail delivery point across the facility campus, outlying building, and associated clinics. Assesses all outgoing mail for proper and complete addressing, proper labeling, and packaging. Delivers mail piece to addressee within time frame appropriate to the time sensitivity of the mail piece (i.e., immediate messenger service, next regularly scheduled mail delivery, etc.). Cross-trains back-up personnel and trains/supervises volunteers, work-study students, and incentive therapy patients as assigned. Provides education as needed to facility employees on acceptability of mail pieces, classes of mail, special mail services, and proper addressing and packaging. Reviews all reproduction requests, assuring compliance with VA regulations, copyright laws, and local policies; evaluates copies to be reproduced to preclude duplications of effort and to insure clarity of finished product. Manages all aspects of reproduction services to include copying, collating, and fastening all copies as requested. Determines the most cost-effective method for the duplication of originals, with guidelines provided by management; evaluates finished product for completeness, quality, and accuracy. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skills in setting up various types of materials for reproduction. Knowledge and skill to troubleshoot and diagnose equipment malfunctions and operating problems and perform corrective adjustments as necessary or follow error codes to their conclusion. Knowledge and skill of the daily setup, cleaning, adjustment, basic maintenance, and operating procedures for duplicating/reproduction and satellite equipment. Knowledge of mail handling procedures. Knowledge of various software programs for operation of multiple pieces of equipment, such as UA 5200, Microsoft Office (Windows 2010), UPS, Endicia Professional, USA Mobility and CAFE System (FedEx). Knowledge of mail classes and special mail services. Must possess detailed VA and VHA programs knowledge and be able to apply that knowledge to the facility functional and organizational offices. Knowledge and understanding of Federal and State regulations governing shipment of hazardous material not mailable through the USPS or any other mail vendors. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must 4 years above high school. (Transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 4 years above high school. (Transcripts required) Note: For GS-5 level positions only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Incidental operator: An employee, other than one occupying a position officially classified as a motor vehicle operator, who is required to operate a Government-owned or -leased motor vehicle to properly carry out his or her assigned duties. As an incidental Operator, you are required to possess a valid driver's license. Physical Requirements: The work involves extended periods of standing and walking, lifting items up to 50 pounds, bending, stopping and pushing carts. May need to utilize a pallet jack to move palletized copy paper and bulk mail. The position requires the operation of a van on the facility grounds and a motor vehicle to provide messenger service off facility grounds. WORK ENVIRONMENT Work area is well lighted and heated; however, the incumbent is continually exposed to discomforts such as limited space, various odors and dirt from solvents and chemicals used to perform job assignments. Precaution for safety must be fully exercised by the incumbent at all times. Vans are driven to receive and distribute mail from all three campuses. When working in the environment of the computer room, the incumbent is exposed to lower temperatures a noise levels resulting from mechanical operations (computers, large air conditioning units, printers, disk and tape drives, etc.).
