Duties
(Cont'd from Summary) perform technical work in geospatial sciences and related operational built and natural infrastructure capabilities. Ensures all mapping and GeoBase products adhere to all relevant standards and regulations. Performs drafting and surveying duties pertaining to facilities engineering management and planning efforts for the SLD 45. Employee serves as a technical consultant on GeoBase issues concerning real property facilities, utilities, and natural and cultural resources.
Develops and maintains installation geospatial mapping information. Develops and maintains GIS, CIP, MDS and facility floor plan information.
Manages engineering records. Files engineering records, especially engineering project records, in accordance with AFI 33-364, AFM 33-363, and Air Force Electronic Records Management Guide.
Performs surveying work. Serves as survey party chief when tasked on surveys of third or fourth order accuracy and of limited scope and complexity.
Trains staff to perform garrison and expeditionary duties to meet military readiness, unit operational, and compliance responsibilities.
Serves as a Contracting Officer Representative (COR) over Base Operations Support contracts and major acquisitions with GIS.

- An undergraduate degree in Physical Science, Geography, Surveying, or related discipline from an accredited degree program appropriate to this position is preferred, although a combination of education and experience may be considered.
- Current working experience, knowledge and skill in Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), ArcGIS Enterprise, and Department of the Air Force GeoBase Program is highly desirable.
- Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions; Cartography Series 1370.
BASIC REQUIREMENT:
Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge of geospatial concepts, theories, principals and their applications to geospatial practices, operations, and analysis to manage jurisdictional areas and their facilities. Knowledge of industry spatial data standards (e.g. National CAD, FGDC, SDSFIE, ISO, NBIMS, etc.). Knowledge of functional work area disciplines (e.g. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of geospatial concepts, theories, principals (e.g. geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc) and their applications to geospatial practices, operations, and analysis- (e.g. GIS, CADD, BIM, GPS, surveying, etc) to manage jurisdictional areas (e.g. military installations, municipalities, utility districts, etc.) and their facilities.
2. Knowledge of industry spatial data standards (e.g. National CAD, FGDC, SDSFIE, ISO, NBIMS, etc.).
3. Knowledge of functional work area disciplines (e.g. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements.
4. Skills in terrestrial or three-dimensional mapping, drafting, and surveying methods and techniques, and skill in file management.
5. Skill in GIS, CADD, surveying software and equipment use including knowledge of capabilities, limitations, and employment of commercial-off-the-shelf software and equipment used by industry.
6. Knowledge of full range of Relational Database Management Systems concepts, operation, design principles, methodologies, and approaches use designing, developing, testing, implementing, managing, and maintaining the GIS database and other related database or other systems that meet current and future organizational business requirement. Knowledge of database system related to GIS projects.
7. Ability to communicate effectively both orally and in writing.
