This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF)(T5), Position Description Number T5668000 and is part of the AL JFHQ AL Command Administrative Office, National Guard.

Duties
1. Serves as the BDE Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the BDE CDR. Establishes sexual assault reporting process and accomplishes documentation for the BDE program while coordinating and collaborating with the State SAPR and subsidiary BDE's within the State. Advises and provides direction to BDE personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the BDE CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops BDE plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. (35%)
2. Assesses the BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the BDE to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Regularly evaluates the BDE sexual assault climate, programs, response capabilities, core values, and training needs. (20%)
3. Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems. Partners with the JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary BDE SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, community mental health, medical, and crisis centers, and state coalitions. May work directly with The Adjutants General, Assistant to The Adjutants General, State Staff Judge Advocate and Public Affairs Officer to maintain victim support as requested by the State SAPR PM. Guarantees 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Oversees the plan and secures resources for the immediate safety and physical needs of the victim. Publicizes and advertises the local and state SAPR 24/7 response line(s), the DOD Safe Helpline information, and reporting procedures for sexual assaults. Performs warm handoffs to other agencies as needed/requested/required. (30%)
4. Serves as the BDE CDR consultant on sexual assault prevention, response concerns, and trends and representative involving all sexual assault issues on committees, working groups, conferences, and community meetings which may include being a liaison with the community sexual assault response team (SART). Has direct and unimpeded access to the BDE CDR for the purposes of these responsibilities. IAW NGB SAPR Division Instructions informs and presents the BDE CDR and State SAPR PM with the health of the force data by identifying issues, status of program, areas needing improvement, case management, BDE climate, and other appropriate information. Serves as an alternate member on the Commander's Ready and Resilient Council (CR2C) or other equivalent council as requested. Attends and participates in the Regional SAPR Advisory Committee (SAPRAC).(15%)

Qualifications

SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
KNOWLEDGE REQUIRED:
Knowledge and skill to advise, manage, implement, assess, and oversee Sexual Assault Prevention and Response programs.
Comprehensive knowledge of a wide range of sexual assault principles, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault and make technical recommendations for decisions in sexual assault cases.
Knowledge of state sexual assault program administration, policies and practices in order to provide technical assistance to answer questions, solve problems, and explain issues.
Comprehensive knowledge of a wide range of sexual assault prevention and response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault, and to make technical recommendations for decisions in resources and response for sexual assault cases.
Skilled in managing a program, to include organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program which is primarily the amount of the budget and the allocation of part-time victim advocates.
Knowledge of the National Guard organizational structure to include, functional assignments to subordinate organizations, nature of their missions, and work force composition.
Skilled communicator: must have expert speaking and writing skills to perform effective presentations, conduct training seminars, communicate with federal, state and local agencies, and medical facilities.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
