The primary purpose of this position is to assist and participate in the planning and administering of a large, enhanced major sports and athletic activities program for an Air Force (AF) organization. The primary area of responsibility includes a comprehensive year-round intramural, varsity, and recreational sports program.

Duties

1. Responsible for performing recurring duties associated with development and implementation of base intramural and varsity programs. 2. Interfaces with contracted officials' organizations and acts as coordinator between the officials' organization and the Fitness Center Contracting Officer. 3. Plans and budgets for equipment and supplies required for conducting an intramural and varsity sports program and assists management with maintenance of equipment and facility oversight. 4. Functions as the Fitness Center sports program point of contact (POC) for all intramural and varsity coaches.

  • Incumbent must be able to do moderate lifting and carrying (45lbs) for short distances and reach above the shoulders.
  • Certificate in first aid and cardiopulmonary resuscitation is required.
  • Must complete and be able to maintain all mandatory training and certifications IAW AFI 34-266, Air Force Fitness and Sports Programs, or relevant official instructions if replaced.
  • Certification by the Cooper’s Institute for Fitness is desirable.
  • A college degree in physical education, exercise science, exercise physiology, kinesiology, health education, or a related field is highly desirable.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0030, Sports Specialist Series and the Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes Examples of creditable specialized experience includes: Ability to plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports. Examples of qualifying specialized experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college; Planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels; Managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. OR EDUCATION: One full year of graduate level education or superior academic achievement with a major study in physical education. Note: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have equivalent combinations of successfully completed post 4-yr course of study leading to a bachelor's degree with a major study in physical education, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Note: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the range of sports activities and services, participant interests and needs, and the methods and processes that enable the employee to plan and conduct a variety of sports program activities to include providing input for statements of work for various contractors. 2. Knowledge of the physical and psychological factors in individual and team sports as well as the nature, purpose, and organization of recreational and competitive individual and team sports activities. 3. Skill in effectively managing the financial and equipment resources provided for the sports program area to include estimating and tracking budgetary requirements; issuing and tracking use of equipment; controlling inventory; monitoring cleaning of facilities; and performing preventative, quarterly, and emergency maintenance and repair of sports equipment. 4. Skill in conducting clinics or seminars to inform and/or train coaches and officials; training and developing athletes in individual and team sports; and planning, organizing, and conducting tournaments or competitions. 5. Ability to establish program objectives or performance goals and assess progress toward their achievement, as well as to change program requirements within available resources with minimum adverse impact on satisfaction with the quantity and/or quality of sports activities. 6. Ability to communicate effectively both verbally and in writing, including use of information technology sufficient to support required programs functions, and to establish and maintain effective working relationships with fellow employees and customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
