The primary purpose of this position is to manage talent pipeline initiates, to include workforce development and recruitment of future personnel assets and onboarding efforts. This position serves as the subject matter expert providing oversight, execution, and evaluation to manage and execute a multi-year talent pipeline program.
Duties
Manages Talent Pipeline initiatives, to include workforce development and recruitment of future personnel assets and onboarding efforts.
Serves as subject matter expert providing oversight, execution, and evaluation to find, attract, and bring on diverse, world class talent through the management/execution of a strategic (1-15 year) Talent Pipeline Program.
Applies human capital methods and practices sufficient to provide expert and authoritative recommendations to leadership, resulting from analysis, to ensure the organization maintains its competitive advantage.
Works with division chiefs and Chief Scientist to develop and implement gap analysis approaches to identify technical and functional area needs across multiple time horizons.
Ensures internships and recruitment efforts are aligned to priorities, talent needs, and gaps.
Maintains awareness of shifts in emphasis and continuously ensures outreach is aligned to higher-level strategy to meeting program objectives.
Seeks strategic partnerships to ensure alignment to broader Department of Defense activities, and sufficient breadth of reach within the national landscape.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience equivalent to the DO-01 (GS-11), or equivalent grade level in the Federal service. Specialized experience includes managing workforce development and recruitment of personnel, applying human capital methods and practices to provide recommendations to leadership, ensuring internships and recruitment efforts align to the organization's talent needs and gaps, and/or developing metrics to manage talent in the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
