THIS IS A DETAIL POSITION, NTE 120 DAYS (You must have manager approval for this detail position) The Program Specialist for Primary Care Service serves as executive support for the various Community Based Outpatient Clinics and provides the primary technical direction to members of the Community Based Outpatient Clinic. The purpose of the Program Specialist is to implement technical administrative policies, practices and procedures, work in collaboration with all core administrative services.

Duties

Applicant must have manager approval for this detail position. Please submit documentation of approval as an attachment. Applicant will also need to attach the most recent Performance appraisal, with a rating of Fully Successful or higher. Duties include but are not limited to: Prepares reports, correspondence, policies, procedures, and other documents. Sets administrative controls. Administers Leasing Contracts to ensure services are provided according to contract and certifies invoices for payment. Obligates funds for individual contracts and maintains budget controls. Uses policies, directives, and strategic planning to effectively manage projects and studies. Utilizes written and oral communication to improve administrative program. Ensures all documents are stored, filed, and suspended in a timely & accurate manner. Assists with maintaining the PC Service timekeeping system which includes resident staff, part time providers, full time providers, and administrative staff. Uses Microsoft Office products to develop presentation materials, spreadsheets, and documents to support the function of the unit. Collects customer service data and analyzes trends Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. THIS IS A DETAIL POSITION, NTE 120 DAYS - To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in the execution of service programs and policies; Analyzing procedures for effectiveness and efficiency. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond listed above. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Acting as the liaison for VA staff, community hospitals and providers, vendors and Veterans; Assisting in the development of policies and operating procedures as well as long- and short-range goals for service programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond listed above. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Some standing, bending and light lifting, under 15 pounds, light carrying, under 15 pounds, items such as books, medical records and paper may be required.
