The incumbent creates, develops, and produces computer generated graphics and multi-media products including brochures, newsletters, logos, posters, flyers, signs, etc. for programs and events within the F&FR Program. The incumbent selects photos, illustrations, specimens, or other visual materials from among those provided with assignment or existing graphics found in the files or public domain visuals found on the web.

Duties

LEAD DUTIES (25%) Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks and ensures that each employee has an integral role in developing the final team product. Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor. Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official. Intercede with the supervisor on behalf of the team to inform the supervisor of performance management issues or problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). PERSONAL WORK (75%) The incumbent creates, develops, and produces computer generated graphics and multi-media products including brochures, newsletters, logos, posters, flyers, signs, etc. for programs and events within the F&FR Program. This encompasses such diverse areas as Morale, Welfare and Recreation (MWR) Programs, Child and Youth Programs (CYP), Fleet & Family Service Programs (FFSP). The incumbent devises artwork, to include visual aspects, formatting, and specific themes, ensuring that the text and illustrations reflect proper grammar and punctuation. The incumbent selects photos, illustrations, or other visual materials from existing graphics found in the files or public domain visuals found on the web. If custom art is needed, the incumbent creates vector artwork using desktop publishing software in support of illustrating duties. The incumbent judges the reproducibility of material and any enlargement or reduction necessary to achieve the specified visual effect. The incumbent specifies appropriate typefaces and sizes along with other typographical elements. The incumbent receives, researches, and responds to queries from various programs and ensures timelines/suspense dates are met for program objectives. Exercises resourcefulness and initiative in using approaches or strategies in handling new or unique issues. The employee meets with management and subject matter experts to plan illustration projects. Performs other related duties as assigned.

  • Must pass all applicable records and background check.

  • This is a supervisory, non-critical sensitive position requiring access to IT II system and/or PII. An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form.
  • Must be a current NAF FFR employee and upload your SF50to be considered.

Qualifications

A qualified candidate must possess: Knowledge of the subject matter area supported or depicted that is thorough enough to plan visual products that interpret subject matter content information provided with the assignment. Ability to apply knowledge of a subject matter or program area in order to develop original designs, concepts or visual styles for publications or presentation materials that present to the public the ideas or image desired by the organization, that evoke certain responses from viewers or that reduce the cost of production, or the visual product. Working knowledge and demonstrated ability and skill in using the tools of the trade, artistic flair, marketing layout and grammatical editing is required. Skill in a variety of computer development tools to accomplish a variety of projects and transform the spoken or written descriptions of items, processes, issues, or events into visual representation without the benefit of existing pictures, models, or diagrams. Ability to plan and organize work to meet short deadlines and shifting priorities. Skill in dealing effectively with people and the ability to supervise, motivate and gain cooperation from staff and managers is essential. Knowledge of military community activities, command relationships, and general understanding of installation functional relationships internal and external to the installations.
