This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Write and edit statements justifying and supporting the funding requests of installation program managers.
Advise program managers and other interested parties of the status and availability of funds in different budget accounts.
Compile narrative and statistical material and related background information for program briefings.
Compare current and historical budget data to discern trends and to anticipate needs for funds or reprogramming actions.
Analyze and consolidate budget requests from organizational branches to track overall budget requirements for the installation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- The incumbent must obtain/maintain a SECRET clearance.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of financial management Level 1 and Level 2 certification program.
- THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
Qualifications
About the Position: This position serves as the Budget Analyst located at the Camp Stanley Storage Activity, which is a subordinate installation of JMC. This position will perform duties in the development, submission, execution, monitoring, changes and year-end close outs for the organization's funding program.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience One year of specialized experience which includes:
Utilize a variety of financial data platforms to extract, obtain, compile, or summarize financial information;
Correct budgetary reports which includes adjusting obligations, accruals, accounting processing codes (APC), elements of Resource (EOR) or fiscal year adjustments; and
Analyze budget estimates to determine program requirements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any major field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
