Duties
Provides leadership and supervision to a diverse staff of predominately professional personnel, including three second-level supervisors for the range, wildlife and cultural programs.
Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates.
Develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees, providing or arranging for needed development or training.
Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments.
Carries out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO; internal management controls.
Merit Systems Principles; Safety and Occupational Health obligations; performance management; management of ethics, conduct and discipline; and hiring reform.
Serves as primary Acting Field Manager as needed. Collaborates with the Field Manager to assist in the various decision-making processes.

For GS-13: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:
An understanding of leadership principles and techniques to effectively motivate, train, mentor, and facilitate work of employees functioning as members of interdisciplinary teams.
Knowledge of personnel management and EEO principles, procedures, and techniques, and the ability to apply them fairly and equitably.
Ability to plan, organize and lead teams and individuals to implement management objectives, initiatives and plans.
Knowledge of basic human resource behavioral, social, and team building skills to facilitate team dynamics and coaching.
Working knowledge of, and ability to interpret existing laws and policies, bureau, state and district manual instructions to accomplish a variety of technical and administrative decisions necessary in the natural resource management of the Field Office.
Working knowledge of human resource management involving the planning and coordination of Field Office programs for the protection, orderly development, and management of such issues as lands, minerals, range, forestry, wildlife, watershed, botanical, fisheries, soils, recreation, etc. under the ecosystem-based management concepts.
Knowledge of overall Bureau programs, policies, and procedures, including knowledge of the Bureau's organization and of the relationships between and among the various levels, offices and staffs.
Knowledge of the roles of other governmental agencies and private organizations or groups who are concerned or have an impact on the management of public lands, and the ability to interact effectively with such agencies or groups.
Knowledge of management principles involved in administering resources in a Field Office including watershed, recreation, wildlife habitat, cultural resources, protection (including fire control), livestock forage, automation and budget management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending, and climbing on steep and rough terrain.
Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Basic Requirements
1. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
