The Volpe Center seeks a Computer Scientist for our Safety Information Systems Division to work as principal contributor and/or project manager to coordinate software development, operations and maintenance (O&M) and applied research projects within the Division’s overall suite of information safety related, information management systems and automated decision support tools.

Qualifications

To meet the minimum qualifications for this position, you MUST meet the education requirement AND specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following: Lead and manage full life-cycle software development projects and communicating progress and results to appropriate groups and individuals; AND Develop and use technology-based computer science analysis methodologies, algorithms, software and solutions, and advanced experience with a variety of programming languages (e.g. Python, Java, SQL and AI.). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of computer hardware and software development and systems as they apply to the conception, specification, analysis, planning, development, installation, test, modification and use of data handling and computing systems. Knowledge of computer languages and their applications to enable a system to perform specific functions. Use computers, software applications, databases, and automated systems to accomplish work. Knowledge of the principles and methods for planning or managing the implementation, update, or integration of information systems components. Knowledge of the principles, methods, and tools used to design systems that perform human intelligence functions. Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
