The Supervisory Biomedical Engineer (Clinical) shares responsibility for the medical equipment management program at the Orlando VA Healthcare System and all its satellite clinics including Lake Baldwin, Kissimmee, Clermont, Tavares, Viera, Palm Bay, and Daytona. Incumbent may need to drive to satellite clinics on an occasional basis.

Serves in a top management capacity as advisor and administratively reports directly to the Chief, Healthcare Technology Management (HTM) Service. Has accountability for compliance to applicable codes, standards, and surveys in this area such as Joint Commission Environment of Care, CAP, CARF, NFPA, OSHA, EPC, EPA, and others Directly consults with medical and administrative staff on principles and practices that relate to Healthcare Technology Management. Provides Medical Center, and its medical and engineering school affiliations, with professional level biomedical engineering support. Works with VA HTM Program Office to provide professional engineering guidance to the development of standards, procedures, and regulations. Represents the Medical Center in high-level meetings and conferences. Makes decisions and commitments relating to the Healthcare Technology Management program which routinely do not require referral to higher management. These decisions and commitments have direct and considerable effect on the efficacy of the spectrum of Medical Center programs.
Develops, modifies, and implements program goals and objectives to manage the medical equipment management program efficiently and effectively to maintain currency with rapidly advancing high technologies. Assists the Chief HTM and the Medical Center's top management in the formulation of funding and technical requests required for the operation of the medical equipment management program. Assists the medical and administrative staff in budgetary and technical matters relating to replacement and additional equipment. Difficult and crucial technical advice and decision-making is required to successfully accomplish goals while maintaining a delicate balance between economical, engineering, and clinical factors. Frequently, due to the nature of the work performed, no established guidelines exist. The incumbent is expected to analyze, organize, innovate, modify, and adapt as necessary to carry out program objectives.
Assists the Chief HTM in the management and supervision of the HTM staff, which includes a diverse group of professionals and specialists including, but not limited to, biomedical equipment support specialists, biomedical engineers, administrative support assistants, and various work study students and compensated work therapy (CWT) employees. Assignments typically entail development of several subsidiary projects or phases, which, once resolved separately, must be integrated into the whole. Priorities constantly change and must often be reset.Recommends promotional reassignment of staff. Prepares formal appraisal of staff performance and determines training needs for staff. Promotes and administers a variety of management programs for the HTM Service, such as those related to safety, cost reduction, incentive awards, beneficial suggestions, and quality assurance. Possesses the supervisory and managerial authority to ensure that all staff effectively carries out policies to the Chief HTM and top management objectives in labor relations and EEO. Possesses authority to schedule and approve leave and approve/disapprove overtime requests for staff.

Pay: Competitive salary and regular salary increases
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English.
Education and/or Experience:
Bachelor's Degree or Higher in Engineering-Transcripts supplied. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. ~OR~
Certification as a Certified Clinical Engineer (CCE) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment listed above, the following education and experience criteria must be met when determining the grade of candidates:
Supervisory Biomedical Engineer (Clinical), GS-13
Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
Preferred Experience: Degree specifically in Biomedical Engineering and at least 1 year supervisory experience.

The full performance level of this vacancy is GS-13.
Physical Requirements: The position is mostly sedentary. Occasionally requires duties that are physically demanding involving walking, sitting, standing, climbing ladders, crouching, crawling, stooping, reaching, kneeling, and some prolonged periods of intense concentration, under adverse conditions. Lifting of objects between 10 and 40 pounds is common, and on occasion lifting of heavier objects is necessary.
