The primary purpose of this position is to provide quality services in the area of general education services, tuition assistance, educational counseling and testing. Also provides technical leadership to lower graded personnel in support of the customer support function.

Duties

Coordinates the Military Tuition Assistance Program. Assists clients in determining career and academic goals by providing basic information concerning colleges and universities, testing, other methods of credit development, and other USAF educational and training opportunities. Advises qualified personnel on Military Tuition Assistance (MilTA) procedures. Performs routine and miscellaneous clerical work to include processing incoming mail, maintaining electronic files and posting updates as necessary, and preparing/maintaining office forms of various types. During short-term Test Control Officer's absence, administers the installation's military personnel promotions testing.

Qualifications

This is an obligated position in which an employee has return rights. Upon the employees return, incumbent may be required to vacate the position. This is a TERM position NTE 4 Years. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge and understanding of overall education program regulations, requirements, and procedures and skill in applying this knowledge and understanding in a wide variety of situations relating to the performance of substantive tasks in support of the overall program. Knowledge of military and education testing procedures. Knowledge of the format, content, and uses of educational program records, both electronic and written, to independently process education/military transactions. Knowledge of collecting information, tabulating data, and preparing and tracking tuition assistance expenditures. SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge and understanding of overall education program regulations, requirements, and procedures and skill in applying this knowledge and understanding in a wide variety of situations relating to the performance of substantive tasks in support of the overall program. Knowledge of military and education testing procedures. Knowledge of the format, content, and uses of educational program records, both electronic and written, to independently process education/military transactions. Knowledge of collecting information, tabulating data, and preparing and tracking tuition assistance expenditures. OR EDUCATION: Successful completion of graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have a combination of experience and education to qualify for this position and the computed percentage of the requirements is at least 100%.Note: you MUST submit a copy of your transcript(s). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of standardized rules, regulations, and procedures of educational and testing programs. Ability to communicate effectively, both orally and in writing, using tact and courtesy. Ability to plan and organize work and to meet deadlines. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieves and input data, and maintains accurate files; a qualified typist is not required. Working knowledge of general office administrative and clerical procedures to distribute mail, answer telephone, keep appointment calendar, maintain files/office forms, and order supplies. Ability to read and interpret specific procedural guidelines pertaining to administrative support, including locally developed equipment operating and document processing instructions, which are directly applicable to the work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
