As a Security Specialist, you will develop, implement and maintain an agency-wide personnel security program which operates in compliance with applicable law, regulation, executive orders, and guidance.
This position is located in Office of Management (OM), Administrative Operations (AO), Office of Security (OS) to be filled in one of the following locations: Chicago, IL, Denver, CO, New York, NY, and Washington, DC,
Duties
As a Security Specialist, you will:
Develop and implement policy and procedures for the agency wide OCC personnel security program, including contractors, and assure the OCC personnel suitability and security program operates incompliance with OPM and Treasury requirements.
Determine the suitability and security eligibility of all OCC employees and contractors for entry and retention; review, evaluate and determine sensitivity level determinations; and adjudicate reports of investigations for all OCC employees and contractors to recommend appropriate action for all.
Responsible for working with external resources within the field to gather and maintain the Electronic Security Questionnaire within the NBIS system and other electronic security forms for applicants, employees, and contractors.
Provide authoritative information and guidance to HQ and district personnel on personnel security policies, procedures for adverse security determinations, etc.
Provide technical oversight of day-to-day activities related to the personnel security programs, performing the full range of tasks associated with establishing, maintaining, and enforcing regulations related to Personnel Security.
Administer those portions of the program, which relate to personnel security, including coordinating with OCC contracting officers and contracting officer representatives in the management of those contracts, and interpret DCSA, OPM, and Treasury policy directives governing the operation of the agency personnel security investigations program(s).
Prepare annual reports, complete investigation notices and assure reconciliation of DCSA billings with services rendered.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
To qualify for the NB-V, you must have one year of specialized experience equivalent to the next lower band level, NB-IV (or GS-11) in the Federal service. Examples of specialized experience for this position include:
Conducting security and suitability adjudications related to background investigations. AND
Utilizing background check automated systems on matters pertaining to personnel security.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
