The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

Mission Capabilities Directorate (MCD) brings together the enabling information technology (IT) programs and initiatives for the NCSC. MCD addresses mission requirements, while improving flexibility, effectiveness, efficiency, and transparency. Its responsibilities span trusted workforce, operations, collaboration, screening and vetting, and critical infrastructure protection. MCD is seeking an expert in acquisition, resources, and planning to join our Front Office team and lead intelligence planning, programming, budgeting, and execution, as well as lead Directorate contract management and oversight. The CARP will partner with IT project managers to analyze program requirements, leverage their expertise to propose ODNI and/or Other Government Agency (OGA) financial or personnel solutions, and seamlessly executive multiple large programs. The Chief of Acquisition, Resources, and Planning (CARP) responsibilities include: Lead and oversee the planning, development, and production of strategic guidance for the allocation of resources and investment planning and programming staff elements and activities. Advise and engage senior IC leadership on resource priorities, opportunities, gaps, and interdependencies to link resources to strategy; Lead and oversee the communication of emerging resource issues and trends, independently evaluate against IC strategic elements, and make recommendations for improvements. Conduct advanced resource planning and programming to produce the achievable acquisition and investment strategies, including synchronization with all aspects of the enterprise resource planning processes. Lead the formulation of fiscal year budget builds, Intelligence Program Budget Submission, Director's Decision Documents, Congressional Budget Justification Books, and any other resource exercises. Manage timely delivery of budget and contract inputs to ensure resource stability, including facilitation of unfunded requirements (URF), spend plans, overguidance packages, etc. Lead the oversight of the preparation, justification, and/or administration of budgets and monitor expenditures for program areas. Conduct risk management assessments related to resources to ensure program success. Oversee specific acquisition programs to ensure they meet cost, schedule, and performance requirements throughout the project life cycle and maintain accountability for accurate and credible cost, schedule, and performance reporting. Lead the planning and coordination of the acquisition and contracting process (e.g., contracting milestones, solicitation, source selection, award, negotiation, and administration). Lead efforts to improve the knowledge and skills of Directorate personnel related to budget and contracts. Serve as COTR for contracts supporting MCD and other Center elements. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Ten years of experience successfully leading resource planning and management activities of a government or private organization. Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes. Expert ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; expert ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches. Superior communication (written and verbal) skills. Superior ability to analyze, synthesize, and evaluate multiple sources of resource information. Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. Superior understanding of the organization's financial processes, including mechanisms for preparing, justifying, and administering project/program and enterprise budgets. Superior ability to oversee procurement and contracting to achieve desired results and to monitor expenditures and analyze cost-benefits to set priorities. Ability to obtain COTR Level II certification and execute COTR duties within 3 months EOD. Desired Requirements: Experience using resource management systems to monitor the planning, allocation and execution of appropriated funds. Experience managing National Intelligence Program or Military Intelligence Program resources.
