This position is located in the National Defense Reserve Fleet (NDRF), Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). This position is established to provide technical expertise in the planning, project management, administration of ship-work availabilities, maintaining various databases, and other related office policy, programs, and work processes.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience in assisting with conducting studies, reviews, analysis, or investigations of the effectiveness and efficiency of management policies and programs.
Experience performing assignments that require the application of fundamental computer skills (Outlook, Word, PowerPoint, Excel).
To qualify for the GS-09 on Education alone, you must have:
2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience utilizing analytical, qualitative, and quantitative techniques to analyze and measure effectiveness, efficiency, and productivity of management policies and programs.
Experience in preparing reports and in organizing and delivering briefings to managers.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience in leading studies, reviews, analysis, and investigations of the effectiveness and efficiency of management policies and programs.
Experience in preparing correspondences, reports, technical manuals, and procedures.
Experience in project management methods, including planning, scheduling, and quality assurance, to implement and coordinate project activities and support project reviews.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Administration and Management -- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Technical Competence -- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Written Communication -- Writes in a clear, concise, organized, and convincing manner for the intended audience.
