This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Joint Munitions Command located at Tooele Army Depot.

Duties

Perform the more complex and intricate operations required in the missile and ordnance systems field and ensures the accomplishment of all assigned tasks in accordance with technical directives under general supervision. Perform a variety of duties including assembly /disassembly, test, replacement or repair of electrical, electronic and mechanical components of missiles and ordnance systems. Perform inspection, test and exterior maintenance of components for propulsion units associated with missiles and ordnance systems. Work with other mechanics and is responsible for assignments being performed accurately, safely and to the highest degree of quality. Perform a variety of operations in the renovation, modification, demilitarization, care and preservation of ammunition and explosives. Perform the disassembly and breakdown of ammunition items by operating a variety of machines, equipment and fixtures. Destroy a variety of explosives, ammunition and propellants by detonation and burning, following a variety of procedures specific to the particular items being destroyed. Operate electric-, diesel-, or gasoline-powered fork lift trucks to move, stack and unstack, load and unload materials in and about warehouses, storage areas, loading docks, and on and off vehicles, Receives and distributes initiating explosives. Operate fork lifts capable of lifting up to 10,000 pounds to load, unload, stack, unstack, rewarehouse and move boxes, crates, packages, pallets, or loose items.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • Must be able to obtain and maintain a forklift license, to operate a forklift up 10,000 lbs.
  • Must successfully complete training in hazardous waste management procedures within 6 months of date of appointment and will not work in unsupervised situations until training requirement is met.
  • Must be cleared IAW requirements of AR 190-11, Physical Security of Arms, Ammunition, and Explosives (AAE).
  • Incumbent must meet the requirements of AMCR 350-4, Training and Certification Program for Personnel Working in Ammunition Operations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Ordnance Equipment Repairer (Explosives Oper/FLO) ~ without more than normal supervision. 1 - Performing standard repair and/or test of mechanical, electrical, pneumatic, or hydraulic components and assemblies. 2 - Operating automatic machines that perform explosives work involving demilitarization or renovation such as pull-apart machines, delinking machines, or other renovation machines. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Position frequently stand, bend, stretch, and work in tiring and uncomfortable positions. Work is occasionally performed in a sitting position while making repairs at a work bench or operating test stands and consoles. Work regularly requires lifting, pushing, pulling, and carrying various sizes and shapes of components and parts weighing up to 23 kilograms (50 pounds). They occasionally handle similar items weighing up to 45 kilograms (100 pounds).Work involves lifting and working on production including standing, reaching, bending, stooping and manipulating carrying of items weighing up to 40 pounds lines at rhythmic pace for extended periods parts and using machines and hand tools. During fork lift operation, physical effort is required in braking and steering, manipulation of clutch, shift, lifting and tilting mechanisms. WORKING CONDITIONS: The work is normally performed inside shop areas, with occasional outside work in areas that are sometimes noisy and drafty; however, they are generally well heated and ventilated. There is frequent exposure to cuts, bruises, shocks, burns, and injury from possible ruptured lines or component failure during high pressure testing. Repairers occasionally must wear face masks and protective clothing when there is the possibility of exposure to toxic fuels and acids, and they are occasionally required to work in close proximity to explosive components and devices.Work is performed on the demolition range and outside on ramps and storage areas when weather is often inclement. There are assignments where dirt, grease, noise, and odors are often disagreeable. Required to wear protective clothing which is specially made and treated for working on explosives; including safety shoes, glasses, gas masks, and coveralls. There is a chance of injuries ranging from loss of life to burns, cuts, bruises, sprains, and nausea.
