The Supervisory Orthotist, Prosthetist or Orthotist/Prosthetist at the Fredericksburg VA Health Care Center (FxHCC), VA, within the VA Mid-Atlantic Health Care Network, VISN 6, is to administer, supervise, and perform work to provide clinical and laboratory orthotic and prosthetic services. The Supervisory Orthotist, Prosthetist or Orthotist/Prosthetist serves under the Physical Medicine & Rehabilitation (PM&R) section Chief, FxHCC who reports to the Chief of Staff.

VA Careers - Prosthetics: https://youtube.com/embed/3NUvF5jjErQ The Orthotic, Prosthetic, Ped-orthic Clinical Services (OPPCS) is designed to fully integrate with all Prosthetics programs, therapy and medical service lines and facility leadership to ensure optimized and Veteran centric treatment using evidence based practices. This work requires a specialized knowledge of the medical and psychological problems directly related to the use of orthotic & prosthetic devices, and a specialized knowledge and understanding of the fabrication and satisfactory fitting of orthotic & prosthetic devices. The administrative aspects of the work require an understanding of contracting, human resources, the National Prosthetic Patient Database, inventory management and knowledge of the Prosthetic national software package. The tasks performed by the Supervisory, Orthotist/Prosthetist include, but are not limited to: Implement applicable laws, rules and regulations pertaining to the evaluation and management of patients and the provision of orthotic/prosthetic goods relevant to the practice. Ensure established regulations and procedures pertaining patient health care and patient privacy are followed. Assists to develop short & long range plans, goals for performance improvement initiatives for the O&P Service in accordance with local, VISN, Headquarters and parent facility direction. This includes collaborative strategic planning with internal and external stakeholders, implementation of program office and local strategic plans and reports to PM&R leadership, annually, on those plans. Communicate effectively and timely with management and other internal and external stakeholders Provide ongoing education to the O&P lab team on clinical processes and procedures that impact care delivery to include, but not limited to: lab/equipment/materials safety policies/procedures, clinical scheduling guidelines, purchasing policies/guidelines, clinical documentation and adherence to facility mandated training. Supervise daily operations of the PM&R O&P section Provide direct hands-on patient care Serve as a technical advisor and communicates and interacts with physicians, allied health professionals, patient and caregiver in various interdisciplinary clinical settings as a subject matter expert to develop the O/P treatment plan. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: A bachelor's degree or higher in orthotics and prosthetics from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) accredited program. OR, A bachelor's degree or higher in any major along with a post-graduate orthotics or prosthetics certificate from a CAAHEP accredited program. Foreign Graduates: Graduates of foreign degree programs must have proof of a minimum of a Bachelor's degree from an accredited college or university (or foreign equivalent, as verified through an independent credential evaluation company), with a specialization in orthotics and prosthetics. Board Certification: Candidates must be board certified by the American Board for Certification in Orthotics and Prosthetics (ABC) or the Board for Orthotist/Prosthetist Certification (BOC) as an orthotist, prosthetist, or orthotist/prosthetist. The board certificate must be current and the applicant must abide by the certifying body's requirements for continuing education. Certification as a technician, pedorthist, assistant or fitter does not meet this requirement. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-13 Supervisory Orthotist/Prosthetist Grade Determinations: The orthotist/prosthetist at this level serves as the supervisor and laboratory manager for large laboratories or multiple satellite laboratories. In addition to the responsibilities described at the GS-12 level, this assignment includes serving as a VISN resource/consultant for orthotics and prosthetics; performing or overseeing testing and evaluation of design concepts; overseeing and evaluating contract orthotics and prosthetics vendors. Experience: Completion of 1 (one) year of experience equivalent to the next lower grade level, (GS-12) AND, Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSA and demonstrate the potential to acquire the assignment- specific KSAs designated by an asterisk (*): Knowledge of regulatory requirements established by ABC, BOC, NCOPE, IAOP, AAOP, JCAHO, Centers for Medicare and Medicaid Services (CMMS), Occupational Safety and Health Administration (OSHA), etc., in order to provide advice to VISN management of the implementation of those requirements. Knowledge of administrative functions including budget development and management, inventory management, space and workload planning, as well as knowledge of the National Prosthetic Patient Database, a knowledge of the Prosthetic National Software package, CPRS, DSS and knowledge of accreditation requirements for orthotic and prosthetic laboratories and knowledge of certification requirements for clinical staff in order to develop VISN guidelines and policies, allocate resources within the VISN, and project future workload for the VISN. Ability to analyze data and provide reports using HCPC codes and other patient database information from VISN orthotic and prosthetic laboratories and to provide such reports to VISN management. Ability to serve as a consultant to orthotists/prosthetists within the VISN on emerging technologies, the most difficult and complex cases, changes in policy, etc. Ability to supervise. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical patient lifts are provided and are to be used to preserve patient and staff safety. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
