About the Position:
This position requires extensive knowledge and experience with Federal acquisition laws, regulations, and policies. Incumbent will plan/schedule/monitor work, set priorities, resolve problems, assess capability gaps and arrange for necessary training, and evaluate performance of staff; will also oversee acquisition planning, soliciting offers, negotiating, awarding contracts, and close out of contracts. Required to obtain and maintain a warrant to award/administer contracts.
Duties
Interpret and apply acquisition laws, regulations, and policies and ensure compliance.
Analyze, evaluate, review, negotiate, coordinate, and direct all phases, programs, and issues in procurement.
Advise management of technical functional problems area and recommend solution through various communication methods.
Provide both technical and administrative supervision to civilians and military contracting and procurement personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain Contracting Professional Certification within 36 months of assignment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory and requires a one-year supervisory probation period to assess your ability to perform supervisory duties.
- Temporary Duty (TDY) or business travel may be required up to 20% of the time.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: Must have at least four years of acquisition experience and at least one year of that experience has been specialized experience which includes reviewing acquisition strategies, justifications and approvals (J&As), and negotiation strategies on major contracts; applying procurement laws, rules, regulations, and decisions to provide responsive support; providing guidance for contracting policies and procedures; and evaluating performance of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
