This position is located in the Office of Research Facilities (ORF), Division of Facilities Operations and Maintenance (DFOM), Research Triangle Park Facilities Management Branch (RTPFMB). A Facility Operations Specialist works closely with management in planning, directing, coordinating and evaluating the maintenance, repair, rehabilitation and operations of the physical facilities, building systems, and roads and grounds. Duties
As a Facility Operations Specialist, you will:
Plan, direct, coordinate and evaluate the maintenance, repair, rehabilitation and operations of the physical facilities, building systems, and roads and grounds at NIH facilities.
Review designs and specifications for various utility systems such as heating, plumbing, air conditioning, ventilating, pumping, gas supply, and pneumatic control systems.
Review project plans and specifications to determine whether physical obstructions or other construction difficulties have been considered or if materials specified are appropriate, and reviews specifications for the construction of offices, testing facilities, and/or storage facilities.
Implement new systems, providing support to building operations by reviewing plans, standards and requirements for the maintenance, construction, and implementation of air-conditioning, heating, and associated systems. Performs comprehensive evaluations of operating methods and procedures and recommends new or improved materials, tools, or work methods which will improve office operations and maintenance for personnel engaged in the operation, maintenance and repair of buildings systems and associated equipment and features.
Ensure asset and maintenance data quality is improved, protected, and maintained through daily management of asset requirements.
Requirements

Qualifications
In order to qualify for a Facility Operations Specialist, GS-1640 at the GS-09 level, you must have:
A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. Related degrees include engineering, industrial arts, property management, or business administration; OR
B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participating in a preventive maintenance program for building systems; communicating with management on facility and construction matters; compiling technical and administrative information for reports; OR
C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Facility Operations Specialist, GS-1640 at the GS-11 Level, you must have:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. Related degrees include engineering, industrial arts, property management, or business administration; OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in implementing a preventive maintenance program for building systems; preparing reports for management on both the technical and administrative aspects of a facilities program; assisting in performing inspections of completed contract work and ensuring the timeliness and quality of work performed by contractors; and providing technical assistance concerning maintenance management techniques, equipment replacement, contract maintenance services and cost effectiveness of various maintenance practices and work methods; OR
C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Facility Operations Specialist, GS-1640 at the GS-12 Level, you must have:
1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: implementing a preventive maintenance program for building systems; providing recommendations to management on facility and construction issues; implementing new systems and providing support to building operations by reviewing plans, standards and requirements for the maintenance, construction, and implementation of air-conditioning, heating, and associated systems; providing assistance in construction operations including inspections of electrical, mechanical and structural aspects of construction; and evaluating operating methods for new and improved materials, tools and equipment.
