About the Position: This is an Equal Employment Opportunity Specialist with the Equal Employment Opportunity Office at Fort Jackson, SC.
Duties
Serves as an Equal Employment Specialist, participating fully with the Equal Employment Opportunity Manager in planning, developing, organizing, directing,
promoting, monitoring, and evaluating the installation EEO Program.
Participates in the development and administration of the Multi-Year Affirmative Action Plan (EEOC MD-715 Report), with particular emphasis on that portion relating to minorities, women, and individuals with disabilities.
Analyzes EEOC MD-715 and other EEO workforce profile data for barriers to the EEO program.
Works with the Equal Employment Opportunity Manager with all EEO reporting requirements and utilizes HQ ACPERS to obtain civilian workforce data.
Supports employees with disabilities with processing their request for reasonable accommodation.
Carries out the complaints processing function, including counseling, investigation, and adjudication of individual and class complaints of discriminations involving various commanders, directors, managers, and staff.

In order to qualify, you must meet the education and/or experience requirements described below. Specialist Experience: One year of specialized experience which includes processing EEO pre-complaints of discrimination to include conducting counseling, fact finding inquiries into specific incidents and activities identified by aggrieved persons, and interviews with management officials and witnesses. As a neutral party, discussing common ground with parties to identify potential resolution at the lowest level possible and preparing thorough and concise written reports of findings; AND/OR Facilitating, tracking, and monitoring requests for reasonable accommodations from individuals with disabilities, ensuring responsiveness and legal compliance. Advocating for equal employment opportunity and the interactive process, encouraging decision makers to process requests in a manner that imposes the fewest burdens on individuals with disabilities, and permits the most expeditious consideration and delivery of a reasonable accommodation; AND/OR Assisting with the analysis of workforce demographics, identifying barriers to EEO, and development of EEO reports, plans, and initiatives such as the Equal Employment Opportunity Commission's Management Directive 715, Disabled Veterans Affirmative Action Program, Federal Equal Opportunity Recruitment Program Plan and/or Hispanic Employment Initiative.

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Equal Employment Opportunity, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????09).
