You will serve as the Division Newport Accounting Officer in the Accounting Division of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Center's Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to the GS-14 and GS-15 grade levels.

Duties

You will develop and implement local accounting policy to ensure Division accounting transaction processing, posting and financial reporting meet all regulatory requirements including the Financial Management Regulation, NAVSEA and NAVY policy. You will serves as the principal architect of the Division accounting operations and policies working independently with all Division Newport department financial leadership, legal counsel, Division Sponsor’s and with all levels of Navy financial You will design internal operating requirements and internal controls (documentation, reporting, threshold/secondary reviews) to ensure correct/timely recording of accounting information. You will be the principal expert for financial statement preparation for the Division monitoring and controlling all Division wide financial impacts to the financial statements during a fiscal year. You will frequently be called upon to advise and assist senior leaders, department business offices, line managers, program managers, and project engineering personnel throughout the Division on accounting matters. You will interpret and implement accounting policy and directives prescribed by DoD, Navy, NAVSEA and Warfare Center Headquarters and work as a member of the NAVSEA Working Capital Fund (WCF) community You will be responsible for managing the Division’s cash transactions and postings and monitoring the Division’s cash balance as Navy is transitioning cash management to the Division level. You will integrate the use of Robotics Process Automation or BOTS into financial processes to leverage automation to refocus analytical resources on strategically aligned goals. You will coordinate with the Defense Finance/Accounting Service and the Navy ERP Business Office in the preparation of the NUWCDIVNPT financial reports for submission to the DON for consolidation into the Department of Defense Financial Statements. You will set and evaluate long range plans, goals and objectives and budgetary and staffing needs for the Accounting Division. You will be responsible for oversight, training and execution across all departments of accounting policies and procedures impacting the implementation of Budget Execution Validation including responding to higher level Navy financial audits/reviews.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional accountant conducting integrated assignments between and among programs, systems, functions, policies, and various issues. Examples of qualifying experience may include experience conducting examinations that require an integrated analysis of intricate and complex accounting systems, business activities, and financing over a broad range of industries, occupations, and specialized entities; experience comprehensively planning, analyzing, determining cost/benefit relationships, and coordinating a great variety of functions, operations, teams, or interfacing administrative systems related to accounting. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess one or more of the following:
For the NT-0510, Professional Accounting Series.
- degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law).
OR
- combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background would also include one of the following:1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); Or,
2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, Or,
3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
