This position is located at the Beltsville Area Research Center (BARC) at the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Henry A. Wallace Beltsville Area Research Center, Beltsville, Maryland. In this position, you will supervise and manage all the functions involved in the Roads and Grounds Team and the Utility Management Unit (UMU).

Duties

Maintains expenditure records for operations, maintenance and repair projects and provides budget estimates for the Annual Resource Management Plan (ARMP). Oversees the development of project estimates, preparation of documents for procurement, management of construction/repair or service contract performance as Contracting Officer's Representative (COR). Maintains operations, maintenance, and repair facility project records to provide project information and cost estimates. Works with the Facilities Services Director and unit staff to set and implement overall policies for operation of the unit. Serves as the principal technical expert/advisor regarding facilities operations and maintenance Conducts qualitative and quantitative analyses of activities to provide viable recommendations for resolving issues, preparing position papers and reports to define issues and recommendations to supervisor. Monitors Work Orders generated from Maximo and tracks work orders, identifying priority level categories. Ensures the necessary permits (e.g., for boiler plant; wastewater plant, underground storage) are maintained and updated as the necessary. Keeps abreast of current technical and operation/management trends in utilities systems related to scientific/research operations. Ensures work is performed in accordance with the labor management agreement and all employees are treated in a fair and equitable manner. Interacts with other Facilities Services groups and other units to share innovations and lessons learned.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience overseeing participating in planning meetings to ensure operations and maintenance of facilities are accomplished; providing technical guidance services to support land or building acquisition and disposal; and developing standard operation and maintenance procedures for buildings and facilities. Physical Demands: The work involves physical activity including entering confined spaces, climbing ladders, stooping, bending and lifting 50 or more pounds with appropriate help. Some work may involve wearing personal protective equipment, including a respirator (N-95 or PAPR). Travel is required to attend meetings and training. Work Environment: Work is performed in a variety of environments from typical offices to laboratories and the hazards, chemical or process odors and fumes, electrical hazards, hot or cold environments, equipment noise, and heights. The incumbent is required to wear full face respirator when working in confined space-controlled areas; facial hair restrictions may be required to comply with proper operation of personal protective equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
