Duties

Participates in the development, execution, analysis, and evaluation of the annual financial and budget programs each fiscal year. Develops detailed comprehensive phasing plans for the fiscal year for all budget categories. Prepares a variety of regular and one-time reports on program status. Reviews and edits budgets, actual cost versus proposed estimated cost, and variances submitted. Analyze basic regulations, directives, program guidance, fiscal and budgetary policies and guidelines established by higher echelons. Presents timely and meaningful analysis to the supervisor/lead.

Requirements

  • Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires incumbent to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report(OGE450) upon entry, and annually thereafter.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 12 months of being placed on the position.
  • If position is made permanent, completion of the Department of Defense(DoD) Financial Management (FM) Certification Program is required. Failure to obtain these certifications within the required time may subject the incumbent to adverse action.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work oft he position, such as: Business Administration, Finance, or Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.Tocompute the percentage of the requirements, divide your total months of experience by12.Then divide the total number of completed graduate semester hours(or equivalent) beyond the first year(total graduate semester hours minus 18) by18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-11: Specialized Experience: One year of specialized experience which includes: (1) Reviewing and/or verifying budget/funding documents for accuracy; (2) Analyzing budget data to ensure regulatory compliance; AND (3) Creating budget and/or financial reports. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). OR Education: Ph.D or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.Tocompute the percentage of the requirements, divide your total months of experience by12. Then divide the total number of completed graduate semester hours(or equivalent) beyond the second year (total graduate semester hours minus 36) by18. Add the two percentages.
