DJ-04 pay band includes GS-14 Step 1 to GS-15 Step 10.

Duties
Develop methodology to identify, prioritize, resource, and implement new business mechanisms in RBD for the Laboratory.
Lead enterprise-wide initiatives to develop innovative business mechanisms through variety of methods (project management, sprints, IPTs, etc).
Build coalitions across the enterprise, leading diverse team members with the necessary, cross-functional skill sets to work a defined problem.
Establish clear, outcome-driven metrics that measure the success of business transformation initiatives and implement systems to consistently track and evaluate progress against these metrics.
Design mechanisms that help the enterprise transition from traditional operational models to innovative, streamlined approaches, guiding teams through significant organizational change.
Facilitate on-the-job training that emphasizes critical thinking and hands-on learning, guiding team members through the implementation of new business mechanisms and fostering a mindset of adaptability and continuous improvement.
Proactively scout, evaluate, and integrate emerging technologies, such as AI, into business operations, collaborating with technical teams to enhance efficiency and decision-making.
Requirements
- Must have a Secret security clearance.
- Must submit a Financial Disclosure Report.
- Business/TDY travel up to 25%
- A one year trial period is required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: To qualify for the DJ-04 position, applicants must possess at least one year of specialized experience at the next lower pay band or grade/level performing the following: 1) managing complex, cross-functional projects, using methodologies like Agile, Lean, Integrated Project Teams (IPTs), or sprints, 2) developing, interpreting, and/or advising senior leadership on business transformation recommendations and outcomes, 3) establishing and managing outcome-driven metrics to measure success and improve efficiency, and 4) identifying, assessing, and integrating new and emerging technologies (e.g., AI, machine learning) into business processes to drive innovation and improve operations. This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the federal service (DJ-03 (GS-13).

Change Management - Strong understanding of change management principles, with the ability to guide teams and individuals through significant organizational change, fostering a culture of continuous improvement, adaptability, innovation, and agility in fast-paced environments.
Strategic Problem Solving - Ability to think strategically and implement innovative business mechanisms that address operational barriers and increase efficiency.
Communication - Exceptional verbal and written communication skills, with the ability to convey complex concepts clearly and persuasively to diverse audiences.
