Duties
You will serve as a Financial Management Analyst, Resource Management, U.S. Naval Observatory (USNO), in Washington, DC.
You will assist in the performance of functions such as: formulation of budget an estimate to support plans, programs and activities, review and evaluate budget requests, control and reporting of obligations and expenditures.
You will perform studies or assists others with full scale studies.
You will interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will perform a variety of fiscal, accounting, or financial , management duties and responsibilities.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current Financial Management certification.
- This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
Qualifications
Your resume must also demonstrate at least one year or specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing and advising on work in any of the phases or systems of budget administration.
Experience in formulation of budget and estimates to support plans, program, and activities, including presenting and defending budget estimates.
Experience with development, determination, and interpretation of budgetary policies and practices.
Experience in analyzing and recommending cost and benefits of alternative methods of financial management of organizations programs and administrative operations.
