Duties

You will serve as a Fire Protection Engineer in the Corporate Operations Department, Infrastructure Division, Facilities Branch (Code 1021) of the Naval Surface Warfare Center Dahlgren Division. You will provide technical facilities guidance and solutions to technical department representatives seeking to address infrastructure requirements, constraints, and/or compliance requirements. You will communicate directly with customers to understand project requirements, goals, design specifications, and operational environments to evaluate costs, feasibility, and implementation of new design and construction projects. You will collaborate with technical department personnel and develop scopes of work for design, construction, repair, and maintenance projects. You will collaborate with other team members (engineers/architects) to develop, prepare and coordinate full scopes of work and/or design packages that adequately address all architectural/engineering facility project requirements. You will prepare design and construction scopes of work, drawings, sketches, and cost estimates for Dahlgren Division, Naval Facilities Engineering Systems Command (NAVFAC), Army Corps of Engineers, or other contract execution. You will prepare statements of Architect-Engineer services to contract for design projects. You will use computer-assisted architectural-engineering software (AutoCAD and CostWorks) to perform architectural/engineering tasks and designs. You will execute design management and construction management of contracts awarded by NAVFAC and Dahlgren Division. You will assist in the preparation of construction, repair, and maintenance project plans. You will assist in the development of infrastructure solutions to solve Research, Development, Test and Evaluation infrastructure deficiencies. You will support the work of the Facilities Technical Group (FTG) and Infrastructure Board (IB). You will support construction projects, develop fire protection designs and prepare construction drawings and specifications.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer applying principles of fire protection engineering to mitigate fire damage by proper design, construction, or arrangement of facilities. Examples of qualifying experience may include (1) specific detailed knowledge of fire protection engineering for facility design, building envelope repair, structural analysis, and ability to synthesize and collaborate with other engineering disciplines on design and construction execution teams; (2) researching, designing, and specifying electrical equipment and systems to meet client and code requirements in both large and small facility projects; (3) consulting on electrical systems and equipment designs for a wide range of projects, and working with other architects, engineers, project managers, and construction professionals as needed to create and/or modify design parameters; (4) analyzing electrical systems and equipment when necessary to find inefficiencies or malfunctions and create solutions to optimize performance and increase the efficiency of facility operations. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
