You will serve as an IT Specialist (INFOSEC) in the Corporate Business & Analysis Group of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will maintain a repository for all cybersecurity-related documentation, i.e. Cybersecurity Workforce management and tracking, Certification and Accreditation, and Computer Network Defense. You will act as a cybersecurity technical advisor for the organization and to the AO for the systems under their purview. You will assist in securing nationwide multi-level security information systems to formulate new policies and procedures for risk analysis and risk management solutions that can be adapted and applied to future systems. You will communicate and collaborate with the Command ISSM (CISSM) and Command Security Manager in areas of mutual interest and impact. You will analyze customer information systems for risk to the organization.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 801 Program Manager, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate: One year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitoring system recovery processes to ensure security features and procedures are properly restored and functioning correctly. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Working directly with other organizations to formulate new policies and procedures for risk analysis and risk management solutions that can be adapted and applied to future systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating and collaborating with Command Security Manager in areas of mutual interest and impact. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. I have one year of specialized experience equivalent to the next lower grade level (GS-05-08) or pay band (DS-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (INFOSEC). Specialized experiences must include duties related to the following: (1) Utilizing Information System security policies and constraints; (2) Performing Risk Management FT Special Publications; and (3) Maintaining and managing cyber security policies, programs, and procedures that include, design and management of cyber security architectures, personnel requirements, and cybersecurity processes. At the DA-03 Level: One year of specialized experience equivalent to the next lower grade level (GS-05-08) or pay band (DS-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (INFOSEC). Specialized experiences must include duties related to the following: (1) Utilizing Information System security policies and constraints; (2) Performing Risk Management FT Special Publications; and (3) Maintaining and managing cyber security policies, programs, and procedures that include, design and management of cyber security architectures, personnel requirements, and cybersecurity processes. At the DA-04 Level: One year of specialized experience equivalent to the next lower grade level (GS-09/10) or pay band (DS-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (INFOSEC). Specialized experiences must include duties related to the following: (1) Independently utilizing Information System security policies and constraints; (2) Independently performing Risk Management FT Special Publications; (3) Independently maintaining and managing cyber security policies, programs, and procedures that include, design and management of cyber security architectures, personnel requirements, and cybersecurity processes; and (4) Designing complex IS security measures and procedures. Education

At the DA-03 Level:
Successful completion of a master's degree or equivalent graduate degree
OR
Successful completion of 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree

At the DA-04 Level:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
