You will serve as a MANAGEMENT ANALYST in the HUMAN RESOUCES DEPARTMENT of NMRTC PEARL HARBOR HI.

Duties

You will monitor, advise, and evaluate force development and manpower utilization for NHCH You will collect, analyze, evaluate, and interpret manpower data reports You will serve as the principal specialist for the Defense Medical Human Resources System internet (DMHRSi) manpower module. You will recommend improvements in organizational structure You will apply accepted techniques for assessing workload and productivity to develop manpower-staffing requirements

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience inputting and monitoring manpower data in Human Resources Management System (e.g., Defense Manpower Human Resource System Internet) Experience monitoring data quality metrics and determining process improvements Experience submitting manpower recommendations for program changes Experience utilizing manpower management system to track workforce statistical data and justify position structuring. (e.g., Total Force Manpower Management System) Experience advising regional level management on general manpower policy and guidelines For GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

GS-07:

1 full year of graduate level education

or

Superior academic achievement

A combination of experience and graduate education as described above that equates to one year of experience
