You will work closely with the Office of Pipeline Safety (OPS) Directors, the Office of Government, International, and Public Affairs, the Office of Chief Counsel, the Office of the Chief Informational Officer, and other PHMSA offices to address public inquiries, technical assistance, data analysis, Federal regulation compliance, assist with mandate and audit activities and outcomes, engagement and outreach, legislative and media inquiries, and other emerging challenges.

As a Program Manager in the Office of Pipeline Safety's Program Development Division, your duties will include, but not be limited to, the following:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience developing, managing, and implementing pipeline safety programs and special projects. Experience developing and managing project plans, budgets, resource allocations, schedules, audits, performance, and implementation/communication plans. Experience serving as a team leader or supervisor, such as developing performance standards; resolving informal complaints or grievances; making recommendations on personnel actions (e.g., promotions, reassignments, details, etc.); and affecting disciplinary and adverse actions. Experience in the organization, structure, and formulation of program consistent with DOT policy involving national objectives as they relate to transportation safety and security issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Supervision: Ability to manage and use an expansive professional resource network of organizations and individuals. Ability to lead teams analyzing complex issues, resolve problems, and implement solutions. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge of oil and gas industry, the emergency response community, and controlling safety and environmental laws pertaining to oil and gas transportation.
