The incumbent serves as a Medical Technician in the Central Phlebotomy and Processing Department of Pathology and Laboratory Medicine Service; responsible for collecting, accessioning, and specimen processing of outpatient and inpatient populations samples. These complex duties include reference laboratory specimen processing, clerical functions, patient education, and outpatient and inpatient phlebotomy as necessary.
Duties
Major duties include:
Performs work in a clinical laboratory providing a range of diagnostic functions to include blood-drawing procedures, assisting patients and specimen processing.
Performs a range of diagnostic support duties such as taking and labeling specimens for the laboratory.
Adheres to safety, infection control and universal precaution at all times while drawing blood, to include such things as site preparation, removing tourniquets, wearing gloves and protective gowns and following all isolation procedures while drawing patients.
Maintains records for routine patient test or laboratory transactions.
Performs Chain of Custody Urine Drug Screens.
Receives samples for testing into the laboratory; labels specimens, centrifuges samples and distributes them to the appropriate area.
Performs other duties as directed/assigned by supervisor.
Work Schedule: 6:30am-3:00pm or 7:00am-3:30pm M-F possible rotating weekends and holiday

Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
OR:
Education: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Supports duties such as collecting and labeling specimens for the laboratory.
Performs standard diagnostic tests or procedures such as venipuncture according to written procedure or directed by the physician or other professional staff.
Receives requests for testing into the Laboratory, receives samples for testing into the Laboratory, labels specimens and distributes them to the appropriate area.
Maintain the blood drawing room, including the replacement of supplies to assure proper usage by expiration date.
Makes the patient feel as comfortable as possible, explains procedures and positions patient for standard procedures

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized equivalent combinations of post-high school education and specialized experience, as described above Note: only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience.

Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as sitting (2-4 hours), walking (6-8 hours), repetitive bending (6-8 hours), standing (6-8 hours), moderate lifting (14-30 pounds), and average carrying (14-30 pounds). The work requires specific physical characteristics and abilities and dexterity needed to perform complex analytical and technical procedures. Use of both hands and all fingers required, both legs required, ability to reach beyond shoulder (2 hours), ability to pull hand over fist (0.25 hours), ability to push (0.5 hours). Capacity for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" Jaeger 1 to 4, Far vision correctable in one eye to 20/20 and 20/40 in the other, both eyes required, Depth perception, Normal color vision, Hearing (aid permitted), Mental and Emotional Stability. Performing phlebotomy and entering patient information, test orders, and data in a computer may expose the technician to repetitive motion.
