About the Position: You will function as a Workforce Development Specialist with the Army Corps of Engineers, Nashville District, Business Integration Office, located in Nashville, TN.

Duties

Work with managers to ensure IDPs are developed for subordinate employees to ensure mission essential (ME) skill sets are developed in accordance with succession plan needs. Provide training and assistance to training coordinators on use of the USACE automated training systems and inputs or coordinates the input of training requirements into the systems. Prepare, write and publish training directives, regulations, policy letters, annual training guidance, and internal operating procedures. Recommend changes to long-range plans and assesses impact on requirements. Assess whether resources are programmed to support District training requirements by compiling and analyzing resource data from numerous sources, and programs current and projected funding requirements into annual and future budgets. Insure nominees for Leadership Development Programs are all in accordance with District succession plans and are identified and programmed in Individual Development Plans (IDP).

To qualify at the GS-09 grade level, you must have: Specialized Experience: One year of specialized experience which applying various training rules, regulations, policies, and guidance in support of an organization such as, but not limited to, developing organizational and individual development plans in automated systems and performing oversight of an organizational training program; use of civilian personnel automated systems and Microsoft Excel to research, audit, complete, process and report information related to training actions; interpret budget plans and execution to assess training program execution; and coordinate agendas and logistical requirements for training events. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07); OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration; (You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes developing and validating course management documents and program plans; drafting and publishing training directives, regulations, policy letters, guidance and internal operating procedures; developing training schedules and long and short term calendars to meet the organization's or program's training requirements; managing and processing data in an automated training, tracking and reporting software or program; preparing and briefing reports and statistics related to training courses, quotas and requirements; assisting on a variety of procedural and policy matters regarding the civilian workforce development functions; performing on-going analysis of workforce resources support as it relates to training requirements; and managing performance development (such as Individual Development Programs (IDPs), Leadership Development Program (LDP), Civilian Education, supervisory training, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09); OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. (You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
