About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain half way between Atlanta, GA and Birmingham, AL just off of Interstate 20. The depot is the largest employer in Calhoun County with approximately 5000 employees.
Duties
Serve as an Equipment Specialist responsible for providing technical guidance and assistance to managers, engineers, technical specialists, contractor personnel.
Serve as a Contracting Officer’s Representative (COR) with responsibility for actively participating in the contract proposal/acceptance/delivery process and evaluating contractor performance.
Prepare statements of work, specifications, and justifications.
Serve as a technical advisor to the Contracting Officer and other applicable personnel on matters concerning the design, test, supply, procurement, operation, repair, maintenance and ultimate disposal of equipment.
Serve as a specialist and division authority on matters concerning equipment operations, use, maintenance, repair, inspection, modification and replacement.
Review history of previous procurements to include contract modifications and prepares cost analysis for tasks.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain Contracting Officer’s Representative (COR) level 1 certification within 90 days after the individual has signed accepting the position.
- Must be able to obtain and maintain the Certification of Equipment Management Specialist (EMS) within the first 6 months after the individual has signed accepting the position.
- This position has a data analytics requirement. Must meet all requirements for data analytics level 1 certification within12 months of being placed on the position.

Specialized Experience: One year of specialized experience which includes provide technical guidance and assistance to managers, engineers, technical specialists, and contractors of installation production and support-oriented equipment and facilities. Knowledge of various aspects of the program such as priorities, fund requirements, and regulatory limitations to plan acquisition, utilization, and maintenance of industrial equipment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, in any field(s) of study.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
