Duties
Responsible for the development and maintenance of the Nuclear Non-Destructive Testing Program for the CMO in accordance with MIL-STD-2132 and NAVSEA250-1500-1 and other DOD / commercial NDT standards.
Participates in the development of NSEP NDT policy and procedures, and serves as the component's delegated functional representative.
Performs specific investigations or assists with projects pursuant to agency or intra-agency goals and objectives.
Evaluates existing NDT systems and methodologies; analyzes the effectiveness of program operations in meeting established goals, and recommends corrective action as appropriate.
Reviews Congressional, Defense Contract Audit Agency (DCAA), Inspector General (IG), Government Accountability Office (GAO) reports.
Analyzes comments and recommendations contained in reports from internal and external oversight and review groups, and prepares fully coordinated responses.
Determines if policy changes are necessary to eliminate problems addressed in these reports and recommends correction to improve efficiency. Reviews and evaluates new NDT techniques and state-of-the-art concepts, trends and methods.
Evaluates special processes and related materials for incorporation into agency and DoD program management and manufacturing assurance procedure reviews.
Evaluates the impact of new or revised public laws and other regulatory guidance on existing procedures; and proposes revisions to procedures and necessary.
Responsible for the development and maintenance of the non-nuclear Non-Destructive Testing Program for the CMO in accordance with Nuclear, NSEP (Mil-Std-271/T9074AS-GIB-010/271 ) and other DOD / commercial NDT standards when applicable.

Qualifications
To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum
qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing technical oversight of quality programs/systems developing surveillance plans, analyzing processes, and conducting risk assessments
Assessing the adequacy of contractor processes and identifying opportunities for process improvements.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
