The primary purpose of this position is: To serve as the Airfield Management Operations Manager (AMOM).
Duties
Manages and directs an Airfield Management Operations facility. Ensures equipment, communications, and staff maintain a state of the art facility for the safety and protection of aircraft and flying personnel.
Plans, organizes and coordinates Airfield Management Operations activities in support of flying missions, ensuring that the organizational/customer needs comply with legal and regulatory requirements.
Represents Airfield Management/Airfield Management Operations with a variety of installation and functional area organizations.
Manages information, executes the maintenance, ordering, accounting and stock leveling of publications, charts, and flight information distributed to all flying agencies and transient aircrew.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
- Flight line driver's license and back ground check required.
- Work requires incumbent to go outside in all types of weather conditions to inspect the airfield.
- Incumbent is required to maintain proficiency as an Air Traffic Control Specialist (Station).
- Must hold a valid state driver's license.
- Must be able to pass a color vision test.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Must be able to obtain and maintain a SECRET security clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-09 grade level or equivalent in other pay systems. Specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; thorough knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills and abilities necessary to do the work of the position; education must have major field study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, Air Force, Federal Aviation Administration, and International Civil Aviation Organization rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management.
Detailed knowledge of the procedures related to flight handling, routing, airways and airspace structures, and the relationship and coordination required between flight service and other components of the air traffic system.
Knowledge of safety and security regulations, practices, and procedures.
Ability to act decisively, using prudent judgment in emergency situations.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing; Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
