Duties

Serves as a Supervisor over an assigned staff of Police Officers providing training for police personnel assigned to the activity. Directs and assigns work to subordinates based on priorities, difficulty of assignments, and capabilities of employees. Responsible for management oversight of the Emergency Communications Center (ECC) at DLA Richmond. Provides technical oversight and gives advice, council, or instruction to employees on both work and administrative matters. Evaluates and recommends long-term goals regarding the Law Enforcement Training Program and participates in the formulation of the Annual Operating Goals and Initiatives, as well as the Annual Strategic Plan. Plays a key role with labor-intensive financial studies regarding law enforcement positions as it relates to labor funding for Police Officers, to include overtime projections. Conducts manpower analysis of Police post requirements to determine labor requirements for manning police post assignments to ensure accomplishment of required law enforcement operations. Accountable and responsible for the ECC program’s internal process and administrative controls. Serves as the first line supervisor to the designated ECC supervisor.

Qualifications

To qualify for a Supervisory Police Officer (Instructor), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-10 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Identifying developmental and training needs of employees and providing and/or arranging for needed development and training. Monitoring and evaluating a police departments training program to assess effectiveness, applicability and compliance with policies, procedures, laws, and current court decisions. Planning, initiating, and/or coordinating group training exercises designed to improve the efficiency of the department and effectiveness of assigned police officers. Experience overseeing law enforcement officers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Fitness Requirements: Within the first year of employment in this position, individuals must pass an initial fitness test. Minimum fitness standards are: run 1.5 miles (2.41 kilometers) in 17:30 minutes; execute 21 pushups in 2 minutes; execute 29 sit-ups in 2 minutes; and sprint 300 meters in 81 seconds. This fitness test will be administered annually and must be passed in order to maintain employment.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
