This position is located in the Department of Veterans Affairs (VA), Office of Management (OM), VA Central Office. The incumbent assists leading the Front Office of the Assistant Secretary for Management (ASM) and Chief Financial Officer (CFO) and the OM Principal Deputy Assistant Secretary (PDAS), both Tier 1 VA SES staff at VA Headquarters.
Duties
Major Duties:
Provides technical and administrative supervision to approximately nine employees ranging from GS-12s thru GS-15s within the OM Front Office.
Serves as a liaison and representative for OM leadership specifically the ASM PDAS and other senior executive leaders and may attend conferences and meetings on their behalf and keeps senior executive leaders informed of potential issues and problems.
Reviews, tracks, and oversees, often serving as a liaison between external stakeholders and OM sub-offices, for correspondence, FOIA, privacy, emergency response, and other enterprise matters.
Conducts executive review of incoming and outgoing OM packages (e.g., executive level correspondence, congressional reports and inquiries) to ensure OM equities are addressed.
Assesses the impact of emergent issues and provides objective, independent assessments and recommendations for next steps regarding policy, operational issues, etc.
Reviews policies, procedures, handbooks, regulations, etc. many of which have OM or VA wide interest and scope and subsequently communicates and develops internal policies, guidelines, and procedures to be implemented across OM.
Coordinates, consolidates, and directs final preparation of recurring reports, based on knowledge of the programs under OM's jurisdiction, and reviews and edits items contributed by OM sub-offices.
Prepares briefing documents for OM key leaders for use in briefings and or presentations to the Secretary and other VA management officials.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Compressed/Flexible: May be available with supervisor approval.
Telework: Available, as determined by the agency policy. Candidates who are hired will be required to work in person at least 5 out of 10 days per pay period at 810 Vermont Avenue NW, Washington, DC.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing advice to management officials regarding an organization's administrative and technical policies and procedures.
Communicating effectively and tactfully, verbally and in writing, to influence internal and external stakeholders with diverse backgrounds and interests.
Coordinating and completing critical and sensitive office activities from senior level management.
Monitoring the status and quality of work and quantity of workload and adjusts appropriately to meet established deadlines and mission-critical objectives.
Briefing senior executives on the nature and policy implications of the correspondence and recommends courses of action.
Conducting executive review of incoming and outgoing correspondence requests/packages (e.g., congressional and other external and internal stakeholders).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. No physical demands are required to perform the work.
Occasional instances of moderate walking and standing may be required.
