About the Position: The program integrates on-the-job training with pertinent education leading to a professional engineering degree at an ABET college or university. Post Secondary Students continuing their education will be placed on a Term Appointment not-to-exceed (NTE) 4 years and may be non-competitively converted to a permanent career or career conditional appointment.
This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.
Duties
Post-secondary student positions are provided opportunities for development and training. Assignments become more responsible as incumbent increases knowledge and skills through work experience and academic training.
Assignments are aimed at developing the employee's skills and knowledge to perform progressively more difficult duties.
Assists in performing work related to the mission of the organization applying engineering methods and practices in the area of assignment.
Responsible for performing a variety of routine duties in support of professional engineers and engineering technicians.
Gathers all necessary information to develop construction contract administration skills in a field office working on civil and military-related construction projects.
Processes data according to established methods and designated formulas using elementary algebra, geometry, and arithmetic.
Assists in preparing contract construction modifications, ranging from those of a basic nature to those of a moderately complex nature.
Requirements
- A trial or probationary period may be required in accordance with agency policy.
- A post-secondary student appointment expires 120 days after completion of the designated academic course of study, unless the student is selected for noncompetitive conversion.
- Post-secondary students being converted to positions covered under Administrative Careers with America (ACWA) must be assessed prior to non-competitive conversion.
- This is a developmental position up to the full performance level (GS-11). Noncompetitive promotion to the full performance level is authorized.
- TERM appointments may be converted to permanent (career or career-conditional appointment) without further competition, as long as all requirements are met.
- May perform field and site inspections that may expose the incumbent to inclement weather conditions and construction site hazards.
- This position requires the employee to use personal protective equipment provided by the employer.
- May be required to perform overnight travel.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Post-Secondary Student Participant Agreement is required for post-secondary students.
Qualifications
Who May Apply: To be eligible for consideration you must meet the definition of Post-Secondary Student as defined below:
Post-Secondary Student: a person who, (1) is currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; and (2) is making satisfactory progress towards receipt of a baccalaureate or graduate degree; and (3) has completed at least one year of the program.
In order to qualify, you must meet the education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.

GS-04 Minimum Qualifications:
Completion of 2 academic years of post-high school study or associate's degree relevant to the position/series.
The required education must lead to a bachelor's degree with specialization in or directly related to the field in which the student trainee will receive training on the job. The degree of specialization in this field must satisfy on graduation, the specific educational requirements in the qualification standard for the corresponding two-grade interval positions.
Upon completion of all the requirements for a bachelor's degree in an appropriate field, student trainees MAY be reassigned or promoted in the appropriate target series to GS-5 or GS-7, if they meet the qualification requirements of the target occupation, including minimum educational requirements, if any.
Explanation of terms:
An academic year of undergraduate education is defined as 30 semester hours, 45 quarter hours, or the equivalent in an accredited college or university.
For purposes of this standard, a period of student trainee work experience is the equivalent of 2 months (320 hours) of full-time work experience.
