The incumbent serves as the Audiovisual Production Specialist in the Medical Media Section for the Associate Director, Resources, organizationally identified as the Office of Strategic Communications and Marketing Service of the West Palm Beach VA Healthcare System. The service handles public affairs, media, community relations, marketing, outreach, stakeholder relations, special events, and visual information services for the healthcare system communicating the health care system mission.
Duties
Major duties include but not limited to:
Schedules all audiovisual programs and events to include but not limited to 24-hour playback distribution of patient education, medical/staff training, and administration of special events within or for the Healthcare System to be played on internal MATV channels.
Provides technical support and direction for audiovisual communications systems such as video conferencing and teleconferencing.
Produces and edits programs related to the mission of the healthcare system.
Applies substantial subject matter knowledge to produce audiovisual content that depicts and interprets the meaning or purpose of the subject matter involved.
Transforms spoken or written descriptions of items, processes, issues, or events into productions without benefit of existing video, models, or diagrams. When no visual models or samples are available, the producer may dissect, disassemble, or reconstruct productions to translate information into an original production.
Independently, or cooperatively resolves problems concerning conference room AV, CCTV, MATV, Cable TV, Electronic Board, or Satellite TV system(s) accomplished by sole knowledge of said systems, networking with field professionals, or contracting original equipment vendors or manufacturers.
Provides technical assistance and advice on audiovisual issues to clients, managers, and other employees.
Develops programs and materials that will enhance and or reinforce public relations, both internal and external to the healthcare system.
Recommends suitable educational uses of video, illustration and photographic materials as needed inclusive of concepts and techniques which will reinforce training materials via these specialized media.
Utilizes computer animation and compositing for use in productions intended for staff, patients and/or stakeholders.
Responsible for adapting to new technology as it is introduced, particularly computer-based systems for audio and video support, digital signage, video conferencing, video production and broadcasting, photographic media, graphics, and video livestreaming.
Performs photography as required. Duties include but are limited to photographing and or videotaping patients or medical subject matter, photographing or videotaping public and nonpublic events supported by the VA, providing audiovisual assistance to Healthcare System and non-Healthcare System staff for VA supported events.
Participates in CQI (Continuous Quality Improvement) activities through data collection and report preparation.
Other duties may include COR (Contract Officer Representative), OLCR (On-line Certifier), ADPAC (Computer representative), Purchase Card Clerk, and / or FORMS Officer.
Assists in loaning out of equipment and helps the customer in the proper equipment utilization.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024.
Individual Occupational Requirement (IOR / Series 1071 / GS-09): This position requires education or experience that must have been related to the work of the position for which the application is made. Applicants must meet one of the following:
Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
OR,
Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.
In addition to meeting the above IOR requirement, applicant must also meet the following grade requirement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Operates and provides daily maintenance to highly specialized audiovisual equipment.
Scheduling audiovisual services and reporting on media production data.
Working knowledge of photographic /videographic documentation techniques and procedures use in surgical operation room (OR), pathology, histology and other clinical areas as needed by the Healthcare System staff.
Expert knowledge of video and photographic equipment this includes but is not limited to digital SLR Cameras, lighting principles, posing of subjects, photo digital editing, digital capture, and manipulation procedures.
Utilizes audiovisual materials and software applications to communicate information through electronic means, Internet, Intranet, social media, etc. and multimedia computer applications including, but not limited to Adobe software, Microsoft software, social media software and web design and management software.

To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree, or, LL.B. or J.D., if related. Physical Requirements: Incumbent will complete most work assignments while sitting or standing. Work may involve moving sensitive audiovisual,
photographic and or computer equipment from one place to another. Incumbent must have the ability to handle stressful situations. Video distribution scheduling requires the ability to manage, organize and prepare video running times. Due to related illness, patient may become unruly and irritable, and these situations will require the incumbent to think rationally and compassionately. On occasion, the incumbent will be required to stand still in tight quarters while operating video or photographic equipment for extended periods of time. Incumbent must be able to shoulder a video camera and equipment weighing approximately 30 lbs. or less. Occasionally the incumbent will be called upon to document situations where a tripod is not
available or suited for the specific application. The work requires manual dexterity, hand and eye coordination, and the ability to accurately perceive and sense color hues and chroma. Some of the work requires periods of extended bending, stooping, kneeling to obtain properly composed photographs. The incumbent, alone and assisted, will be required to lift, and transport delicate graphic, photographic and audiovisual equipment weighing up to 50 pounds.
