About the Position: Serve as a Senior Safety and Occupational Health Specialist conducts evaluations and inspections across a wide geographical area, overseeing complex and hazardous operations in construction, commercial A-E, maritime, diving, and maintenance fields. Also, serve as the primary advisor to the Chief of the Safety and Occupational Health Office (SOHO), assisting in the planning, development, and management of the district's safety and occupational health program.

Duties

Evaluate a wide range of hazardous work conditions in construction, maritime, civil works and other complex operations, advising on safety program development and compliance. Review construction plans and contractors' Accident Prevention Plans, identifying risks, and recommending safety measures to ensure regulatory compliance. Investigate accidents, analyzing trends, and advising on corrective actions to reduce mishap rates and enhance safety. Develop controls for environmental health hazards, offering guidance on safe work procedures and ensuring the use of protective equipment. Provide safety training, promote safety campaigns, and monitor specialized safety certifications, impacting the overall safety culture across the district.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Career Program 12 (CP-12) Position and all ACTEDS requirements apply, to include, as a condition of employment employee must attain CP-12 Level I Certificate within twelve months of hire.
  • Must take defensive driving/accident avoidance training.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
  • Position may require the incumbent to be under a medical surveillance program as outlined in EM 385-1-1, to ensure adequate hearing and vision capabilities.
  • Incumbent must pass a physical exam within 6 months of appointment to meet hearing and vision requirements with or without assistance devices.
  • Ability to use protective equipment while performing field inspections.
  • This position may require Temporary Duty Travel (TDY) over 25% of the duty time.

Investigating accidents, analyzing data, and recommending corrective actions to address safety deficiencies and reduce mishap rates; 4. Assisting in the development of controls for environmental health hazards and ensuring the application of protective equipment and safe work procedures; 5. Supporting safety training efforts, promoting safety campaigns, and helping to monitor safety certifications to enhance the safety culture within a district. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
