The primary purpose of this position is to serve as Director of Safety, USSF Field Command (FLDCOM) by planning/directing the mishap prevention program including design, implementation and management of test safety, range safety, space safety, system safety, ground safety, cyber safety, weapons safety, safety education, Risk Management and safety awards programs
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Plans, organizes, and manages the activities of the safety directorate, and serves as a primary advisor to the FLDCOM Commander on all Safety issues.
Reviews a variety of special reports from Headquarters Air Force (HAF), Department of Defense (DoD), Federal Aviation Administration (FAA), National Aeronautics and Space Administration (NASA), Department of Transportation (DoT) and National Transportation Safety Board (NTSB) affecting space/ground/weapons safety and traffic operations to decide and/or recommend to the FLDCOM commander or vice commander cost-effective and lasting resolutions.
Represents the FLDCOM Safety Directorate with a variety of installation and functional area organizations.

- Employee must be able to obtain and maintain a Top Secret w/SCI clearance.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Work requires regular and recurring physical exertion related to frequent onsite inspections requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Work involves regular and recurring exposure to hazards.
- Employee must within 30-days of assuming position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include safety and occupational health managing safety or occupational health program elements, developing safety and occupational health policy, applying safety and occupational health laws, regulations, principles, theories, practices, and procedures. Enforcing compliance with established explosive safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to test, range, space, ground, acquisition, systems and explosive safety programs, human factors, and risk management. Reviews a variety of special reports from Department of Defense (DoD), Federal Aviation Administration (FAA), National Aeronautics and Space Administration (NASA), Department of Transportation (DoT) and National Transportation Safety Board (NTSB) affecting space/ground/weapons safety and traffic operations to decide and/or recommend cost-effective and lasting resolutions. Resolving technical matters dealing with occupational safety and health requirements, developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses, analyzing or evaluating new and existing jobs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, methodologies and requirements for test, range, space, ground, cyber, systems and weapons safety as they pertain to accident response, mishap investigation, formal reporting and monitoring of mishap recommendations. Enforces compliance with established explosive safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to test, range, space, ground, acquisition, systems and explosive safety programs, human factors, and risk management.
2. Knowledge of the mission, roles, functions, organizational structures and operation of DoD, USSF, and USAF organizations to provide FLDCOM-level staff guidance and/or Occupational Safety and Health (OSHA), test safety, range safety, space safety, ground safety, cyber safety, systems safety, weapons safety, explosive safety and human factors safety program guidance.
3. Knowledge of personnel management, EEO and safety and security regulations, practices, and procedures.
4. Comprehensive knowledge of facility design, safety, fire and environmental engineering criteria to review/analyze design drawings to ascertain adequacy of structural development, accessories, utilities and ergonomic/human factors considerations.
5. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources and the ability to plan, organize and direct the functions and mentor, motivate and apprise the staff of an organization through subordinate supervisors.
6. Ability to clearly and concisely communicate, both orally and in writing, to present information to senior officers clearly, succinctly and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
