The Eastern Colorado Health Care System VA Hospital is currently recruiting for one GS-5 target 11 Biomedical Equipment Support Specialist-BESS.
Duties
The full performance level of the Biomedical Equipment Support Specialist-BESS duties include, but aren't limited to the following:
Responsible for Lifecycle management of all medical systems such as life support, diagnostic, dialysis, and monitoring to include physical and network support
Coordinates & partners w/ other facility support departments including Facilities Management Service (FMS), Office of Information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Logistics, Contracting, Informatics, and Environmental Management Service (EMS)
Conducts incoming inspections, performs regular & unscheduled maintenance, & plans for end-of-life replacement in conjunction w/ clinical services
Utilizes common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes & multimeters
Maintains functional knowledge of relevant safety codes & standards of regulatory bodies like The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI)
Documents all work performed in computerized maintenance management system (CMMS)
Completes documentation according to regulatory body requirements, the Office of Healthcare Technology Management (HTM), policies & guidelines, & other VA requirements
Applies basic networking principles to resolve medical system communication issues including, but not limited to, installing clinical application software as needed & patches workstations
Executes VA policy when responding to network incident response (due to infection, loss of services due to policy changes)
Serves as a Contracting Officer Representative (COR) & keeps appropriate certification levels
Uses knowledge of government contract procedures & documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.) & oversees vendor work
Collaborates w/ Logistics & Contracting to procure parts & services & serves as a purchase card holder
Investigates, remediates & documents Repairable Medical Device (RMD) recalls & safety alerts issued through VA Alerts & Recall Management System (ARMS) within established timeframes
Participates in local safety improvement processes such as Root Cause Analysis (RCA), safety work groups & Environment of Care Rounds
Identifies hazards during routine job performance & ensures they are addressed & corrected
Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols & vendor changes
Focuses on professional development in all areas of medical technology lifecycle management including technical skills
Obtains knowledge through formal trainings, e.g. conference or vendor-provided classes, or informal training, e.g., magazines, articles, peer training
Provides training & education to medical technology end users & clinical staff
Provides mentoring & technical training to peers & junior BESS staff at developmental levels
Leads & manages installation or upgrade projects for medical devices and systems, as needed
This includes, but is not limited to pre-implementation planning & coordination w/ end users, vendors & other onsite support staff (OIT, Informatics, SPS, etc.)
Maintains, remediates & tracks medical systems (action items, special projects, etc.) to meet mission critical requirements
Represents Biomedical/Clinical Engineering department on committees & in meetings as delegated by supervisor
Assists w/ the biomedical on-call program for the facility
Participates educational activities, completes unit based in-services, & mandatory educational activities in a self-directed manner by deadlines
Demonstrates positive, effective communication skills & professional behavior that promote cooperation & teamwork
Practices good customer customer service and demonstrates VA I-CARE values
Participates in unit-based quality of care performance improvement activities, unit based performance improvement measures & results
Identifies problem areas by practicing evidence-based practices on unit
Perform other duties as assigned
Work Schedule: Monday-Friday - 7:30am - 4pm, work hours are somewhat negotiable, however position is subject to on-call/call backs during evenings, nights, weekends & holidays as needed to support operations of a 24/7 facility & its associated CBOCs.

Basic Requirements

Experience & Education Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in related technical field e.g. Electronic Technology or Information Technology & 2 years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist
OR
Bachelor's degree in Biomedical Engineering Technology or in related field e.g. Electronics Engineering Technology or Information Technology
OR
Completion of military training program in biomedical equipment & 2 years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist
Grandfathering Provision All persons employed in VHA as BESSs, on effective date of this qualification standard, are considered to have met all qualification requirements for title, series & grade held, including positive education that are part of occupation basic requirements. Employees who don't meet all basic requirements in this standard, but who met qualifications applicable to position at the time they were appointed, the following provisions apply:
1) May be reassigned, promoted up to & including, full performance, journeyman level, or changed to lower grade w/in occupation but may not be promoted beyond journeyman level or placed in supervisory or managerial positions
2) Appointed on temporary basis prior to qualification standard effective date may not have their temporary appointment extended or be reappointed on a temporary or permanent basis, until they fully meet standard basic requirements
3) BESSs initially grandfathered into occupation, who then obtain additional education that meet all basic requirements of qualification standard must maintain required credentials as a employment condition in occupation
4) BESSs who are retained as a BESS under this provision& then leave occupation lose protected status & must meet full VA qualification standard requirements in effect at time of reentry as BESSs
Grade Determinations Following criteria must be met when determining candidate's grade in addition to basic requirements for employment
GS-5
Experience/Education None beyond basic requirements
GS-7
Experience At least 1 year experience equivalent to GS-5 grade level
Demonstrated Knowledge, Skills & Abilities, KSAs Candidate must demonstrate all following KSAs in addition to above experience
1) Ability to read, interpret & apply a vast variety of technical data such as schematic drawings, wiring diagrams, table charts, mathematical expressions & formulas
2) Ability to learn equipment maintenance, operating procedures & repair procedures from training materials & courses
3) Fundamental knowledge of electronics to include analog, digital & microprocessor theory, pneumatics, hydraulics, optics, electro-mechanics, physics, basic networking & chemistry
4) Knowledge of the uses of standard level test equipment to include, but not limited to, multi- meters, electrical safety analyzers, patient simulator, storage oscilloscopes, manometers, tachometers, etc
5) Knowledge of anatomy, physiology, medical terminology, medical equipment & technology
6) Knowledge of basic networking, computer/server hardware/software and information technologies & computer virus protection software, available software patches & upgrades & information security tools, i.e. Microsoft Office, Windows operating systems, McAfee, etc
GS-9
Experience At least 1 year experience equivalent to GS-7 grade level
Demonstrated KSAs Candidate must demonstrate all the following KSAs in addition to above experience
1) Knowledge of electronics & electricity including analog & intermediate digital electronics to test, calibrate, maintain & repair biomedical equipment & moderately complex biomedical instrumentation systems
2) Skill creating & using standard & advanced level test equipment to perform precise & detailed operating & design analysis of equipment characteristics & initiate repairs, reconfiguration, or redesign of moderately complex medical systems
3) Skill in applying theory, concepts, techniques, design characteristics, operation & functions to assist/support installation, operation, test, maintenance, repair, design & modification for comprehensive range of medical equipment connected to networks or other operating systems
4) Ability to evaluate practical & technical information from manufacturers, contract specifications, manuals & historical data to perform analysis & make recommendations concerning medical equipment operation, maintenance & repairs
5) Ability to test & troubleshoot medical devices involving their interfaces & connections to other medical devices, clinical systems, or information systems either directly or through hospitals hardwired & wireless networks
6) Ability to use application operation software & hardware to diagnosis medical equipment
7) Knowledge of variety of software for computer equipment to input & retrieve data & prepare specific working documents & forms using spreadsheets, databases, word processing etc
GS-11
Experience At least 1 year experience equivalent to GS-9 grade level. Certification as Certified Biomedical Equipment Technician, CBET, Certified Laboratory Equipment Specialist, CLES, Net+ & A+ are highly desirable at this level but not required
Demonstrated KSAs Candidate must demonstrate all the following KSAs in addition to above experience
1) Knowledge of a wide range of sciences including, but not limited to, electronics, analog & digital, computer science/networking, mechanical engineering design, pneumatics, hydraulics, chemistry, physiology, medical terminology, anatomy, optics & biology to perform various complex duties on sophisticated patient-related medical systems & sub-systems
2) Ability to perform advanced testing & troubleshooting of medical devices involving their interfaces & connections to information systems either directly or through hospitals hardwired & wireless networks
3) Knowledge of codes & standards relevant to safe operation of medical instrumentation such as National Fire Protection Association, NFPA, Food & Drug Administration, FDA, Nuclear Regulatory Commission, NRC, The Joint Commission, TJC & Association for Advancement of Medical Instrumentation, AAMI
4) Skill using all types of test & calibration equipment such as digital multi-meters, electrical safety analyzers, defibrillator analyzers, patient simulators, digital oscilloscopes, pulse generators & Local Area Network, LAN analyzers to troubleshoot/repair & perform preventive maintenance
5) Ability to configure & maintain medical servers & desktop computers
6) Knowledge of contracting regulations, requirements & specific contract specifications including performance-based contracts
Preferred Experience: More than 2 years clinical BESS experience in a hospital setting
