Duties
The primary purpose of this position is: To lead working group for the Nuclear Command, Control, Communications (NC3) Next Trade Space Study.
Serves as the Nuclear Command, Control, Communications (NC3) enterprise-level operational and employment subject matter expert in Nuclear Command and Control (NC2) and NC3 for the NC3 Next Trade Space Study (NNTSS).
Leads and/or participates in high-level teams and special studies, projects, initiatives, assessments and assignments.
Advises senior leaders during weekly progress checks, updates, and briefings.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: I have at least one (1) year of specialized experience equivalent to at least the NH-03 equivalent to the next lower grade (GS-13) (may have been obtained in the federal service, military, or private sector). Specialized experience include: Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.
For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of nuclear operations theories, concepts, principles, and practices, procedures, policies, standards, operational requirements to apply procedures, requirements, regulations, policies, make decisions, and develop policy in very difficult assignments such as planning for significantly new or far-reaching operational constructs and program requirements.
Expert knowledge of the operational and performance characteristics of nuclear command, control and communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems as well as command centers.
Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy, as it pertains to operations, ultimately affecting networks and systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of networks, systems, subsystems, or equipment.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing; negotiate complex issues; and maintain good working relations with diverse groups and executive level management throughout the Department of Defense and external agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
